I always wondered why each of the generals had a world region, although we only ever saw fights happening in Japan.

Knowing for sure that there were attacks globally, how do you think the rest of the world was fairing without the Sailor Scouts to protect them?

It's my theory that perhaps the attacks were done globally until the scouts were awakened, when forces had to be concentrated in Japan in order to focus on taking them out. What do you think?

Unless the news wasn't reporting because the girls never drew any connection from any reports being made internationally to what they began to see in Japan.

It's possible that the Attucks in other regions were much more covert and less frequent. Then, when Sailor V (and later the others) popped up, the Youma and the Dark Kingdom were much more vicious because now they had people who likely had the Silver Crystal or knew where it was.

Yup. This and OP are what I've always thought. (I think this way about other series, too. Like Power Rangers (why is it always Angel Grove?) and... Well dang it, I ran out of examples already.

Also, Tokyo is the world's largest city, so it makes sense on at least some level that they get the most action.

It is mentioned that the Silver Crystal kind of draws others near it, friends and foes alike. It could be a power that the crystal has. Maybe when they all reincarnated in Japan, the villains ended up congregating there against their power to control. It would be interesting to find out how things would have played out if all the Sailor Senshi were born spread out across the world.

I would have loved it if they delved into this more. I always found it odd that these baddies, as well as all other badguy groups we'd see, always focused solely in japan. My idea is that they later focused on japan because they could sense the senshi there. I always thought the attacks ended up moving with V to London. They were able to sense a greater power (senshi starseed/energy/whatever) and couldn't pinpoint it, so just attacked in the vicinity in hopes of pinpointing it.

That might just be me though.

I just realized I'm an idiot for bringing up Angel Grove. Zedd and Rita knew the identities of the Power Rangers. >.<

Maybe each region had it's own mini group of Senshi? But the main group would be Japan's.
