Appearance:
Her hair is long green which she wears half of it up in a bun, letting the rest of it flow down her back and short bangs in the front. Her skin is a tan colour, showing her Romani heritage, which complements the red of her eyes. She is taller than most Japanese women, though she is not the tallest on the team. Her clothing is always what is currently in style. Her love of high fashion and design leads her to wear expensive clothing that make her look elegant, sophisticated, and classy. She favours darker colours that compliment her complexion. She also wears some kind of heeled shoe that helps accentuate her long legs.


Personality:
Setsuna comes off as someone who is distance, mysterious and cold at times. This is due, in part, to her status as The Guardian of Time. In group situations, she tends to keep to herself, not saying much. However, she is quite warm when she is close to a person. This is seen with both Chibiusa and Hotaru, and with Haruka and Michiru as well. She is quite cynical and is often socially awkward. This is due to all the time she spent alone at the Time Gate.


Pluto remains calm, regardless of how bad the situation gets. In battle, and even sometimes when not in battle, she is calculating, able to look past emotional ties to be able to find the right course of action, regardless of the consequences. A good fighter, she knows when to make a sacrifice for the greater good. She is extremely loyal to friends and especially to the royal family. Despite what many believe, she is not bitter about her post at the Time Gate.


While she does study physics, she has a love for fashion and spends a lot of time shopping when she has the chance. She dreams of being a fashion designer.

History:
Pluto is old enough that most of her origin has been lost even to her. As she is always standing at the Time Gate and can easily see different dimensions and different timelines, it becomes difficult for her to keep her different lives straight. During the Silver Millennium, she shared the duties of protecting the solar system from outside attacks with Uranus and Neptune. Each was stationed at their planets, and was not allowed to interact with each other or they would bring about the destruction of the universe. However, with the fall of the Moon Kingdom, the three were brought together; accidently triggering the appearance of Sailor Saturn who ended all life and everyone was reborn.
 
Many years passed, with Pluto growing lonelier all the while. One day the daughter of Neo Queen Serenity and King Endymion appeared. She chose not to kill the young girl as was her duty, instead choosing to befriend her. They quickly became close with Chibiusa looking up to Pluto. After the attack on Crystal Tokyo, Chibiusa stole one of Pluto’s Time Keys in order to travel to the past for help. While she was there, Pluto used Luna-P to communicate with her and keep tabs on the young girl. She used Luna-P to communicate with Usagi and the others several times before finally meeting them at the Time Gate where she nearly killed them. She allowed them to travel forward to save the future from destruction, even though it broke one of the taboos placed upon her. Unable to stay at the Time Gate while everyone she had come to care for fought, she travelled to the future to help, with Diana staying there to watch it in her stead.
 
She found herself shocked at Chibiusas transformation into Black Lady, as this was the twisted version of what Chibiusa had always wanted to become. Before Dimande could touch the Silver Crystal of the past, Pluto stopped time, breaking another taboo. She collapsed, dying on the ground as the taboo she had broke was the ultimate taboo and this was her punishment.  In her last moment, she was surrounded by her friends, people she had come to care for. Even King Endymion, a man she had come to love from afar was there. She apologized for not being able to protect Chibiusa before passing away. Her sacrifice allowed both crystals to be taken away and for Chibiusa to transform into Sailor Chibi Moon.
 
Setsuna Meioh was the reincarnation of Pluto. She grew up a normal girl, studying physics in school until she became Sailor Pluto once more with the threat of the Death Busters appearing. She worked with Uranus and Neptune in order to complete their duties. Their views and tactics are much different than that of the inner senshi, as it was the outer senshi’s job is to protect the world. They wanted to kill Hotaru and in turn kill Saturn and the host of Mistress 9, but were stopped by Usagi and co. Using her pure powers to kill the Death Busters, Hotaru was reborn. With Haruka and Michiru’s help, they took in Hotaru and raised her, as a way to amend for their previous actions and to protect her.
 
Working behind the scenes when Galaxia appeared, they were eventually killed when they attempted to fight Galaxia on their own. She overpowered them and broke both Pluto and Saturns weapons. Having Uranus and Neptune seemingly turn on them, they accepted their fate of having their Star Seeds removed only to realize the two womans real intentions. She was reborn when Sailor Moon rescued her Star Seed from the Cauldron in her Eternal form.
 
Storyline Specific Information:
Beyond the Borders: The Past Emerges- Following the second mission to Zenar, Pluto upholds her promise to Sailor Soul to show her around Pluto’s 5 moons in an effort to help the younger senshi find her moon (or planet) she belongs to. As both Soul and Pluto have powers dealing with the underworld, it is reasonable to assume that Soul could be a senshi from one of Pluto’s moons. She helps Soul, Ganymede, and Europa discover more about their past lives during the Silver Millennium.
