Appearance: Setsuna is the tallest among all the inner and outer senshi, standing at 178 cm or 5'10". She has dark red eyes (sometimes depicted as purple) and long dark green hair that reaches past her waist. She usually wears her hair down with a single bun on top of her head. Her skin is darker than the other senshi. As a human, Setsuna’s clothing style is mature and sensible, like a successful young woman. She also has stylish outfits, some of which she probably designed herself, as her dream is to become a fashion designer. Setsuna takes the appearance of the oldest one and is the most mature-looking among all the senshi, and she enrolls in college while the rest of them are still in high school.
Personality: As a lonely guardian who spent the majority of her very long life at the Gates of Time on her own, Setsuna is naturally distant compared to the other senshi. She is somewhat lonely, but does hold her friendships in high regard, as seen with Chibiusa, whom she feels a strong bond with, perhaps because they were both lonely people when they first met in Crystal Tokyo. Setsuna has strong maternal instincts and tends to show her warmth and affection to those she cares for almost like a mother—first with Chibiusa and then later with Hotaru, who actually does consider her one of her mothers along with Michiru.
It is implied that she has knowledge of the past and the future, though there are times when she becomes human that she seems unaware or possess no information about certain events. In the manga, Pluto has always wanted to fight along with the other senshi, longing to be a part of them. She is shown to be more sympathetic toward the inner senshi compared to Uranus and Neptune who initially wanted to take care of things on their own, judging it to be their duty and no one else’s.
It is Pluto’s love for Chibiusa and everyone that caused her to eventually break all three of her taboos. She left the Gates of Time to save Chibiusa and prevented the world from being destroyed in the manga by stopping time, at the cost of her own life. In the anime, she sacrificed herself by stopping time to save Uranus and Neptune from an exploding helicopter on their way to confront the Death Busters.
Sacrifice is definitely something Pluto knows very well, and she’s always ready to do what’s right for the greater good. She is also very dedicated to her job, be it guarding the Gates of Time or later protecting the princess, having proven it by standing alone for eternity on her own before she was finally allowed to join the others. As a result of her job, patience is another one of Pluto’s strongest virtues.
As Setsuna, she dreams of becoming a fashion designer someday, though she also shows a passion for learning theoretical physics, which is her college major. Setsuna is incredibly smart, and she also has a nurturing side, proven when she becomes the school nurse later on. She also enjoys shopping, is skilled at sewing, dislikes cockroaches and the study of music, though none of these were ever really shown in canon other than listed in her informational statistics.
Any Unique Abilities/Skills: Setsuna is skilled in sewing, which coincides with her dream to become a fashion designer someday. She has the ability to make her own outfits. As the guardian of time, it is also implied that Pluto always knows the past and future and is aware of all the possibilities of what might happen or what might have happened, not all of which she could share in order not to alter the course of history. And of course, she is the only person who could open and close the Gates of Time, and allowing passage between timelines.
History: Back in the Silver Millennium, at the beginning of time, young Sailor Pluto was stationed at the Gates of Time by Queen Serenity, destined to stand there alone for all time. She was told that she had three taboos that she mustn’t break: she could not leave her post, she could not move through time, and she could not stop time. The last was the most important because if she broke it she would die. No one knew of the existence of the lone soldier except the queen, and all Pluto could do was watch from afar as Silver Millennium fell. She was not allowed to interfere with time and fate, after all.
In the 30th century, Pluto was still present, and it was here that she met her first friend, the daughter of Neo Queen Serenity who had accidentally wandered into her forbidden place after being picked on by others for not having powers of her own, and wanting to seek a place of solitude. The two learned each other’s names, and Pluto, recognizing Chibiusa’s loneliness as very similar to her own, taught her a way of feeling better when she was down. They kept each other company, and while Pluto helped cheer Chibiusa up, Chibiusa’s visits also became Pluto’s favorite moments because she no longer had to be alone.
When Chibiusa was corrupted by Wiseman and turned into Black Lady, and the entire future was threatened, Pluto finally dared to leave her post, especially when Diana offered to guard the gates in her stead. She joined the other senshi fight the Black Moon Clan like she’d always longed for, and stopped time just before Prince Demande brought the two Silver Crystals of the past and the future together, threatening the destruction of the world. As a result of breaking her taboo, Pluto died.
Later on, she was reincarnated in the 20th century thanks to Neo Queen Serenity, and assumed the human identity of Setsuna Meioh. She enrolled in college, majoring in theoretical physics, and joined Sailors Neptune and Uranus in trying to fight the Death Busters, the new threat that had risen. It was revealed that Pluto’s Garnet Orb is one of the three Talisman objects that were used to summon Sailor Saturn.
In the anime, Pluto died while stopping time during a helicopter explosion on the way to confront the Death Busters with Neptune and Uranus. Her talisman also helped form the Holy Grail instead.
After the Outer Senshi realized their mistake in trying to kill Saturn/Hotaru, thinking she would brought about another world’s end, Setsuna, along with Haruka and Michiru, decide to raise baby Hotaru, who has been reborn after the fight with Pharaoh 90, together as a family. As Haruka and Michiru moved to Juuban High, Setsuna worked as the school nurse on Hotaru and Chibiusa’s school. From then on they resumed their fight with Usagi and the rest of the inner senshi, now functioning as one team instead of two.

Storyline Specific Information: Moon River: Eons ago, at the beginning of time, Queen Serenity tasked young Sailor Pluto with the duty of guarding the Gate of Time, explaining the three taboos she mustn't break and setting her up for a life of loneliness. Their relationship started of as very professional, but as time moved on, Pluto began to long for Queen Serenity's company more and more. Soon they gained a very close, mother-daughter relationship. One where Pluto felt comfortable going to Serenity for that feeling of love that she never really got anywhere else. Serenity, in turn, would find herself enjoying Pluto's daughter-like company, and sometimes even making excuses for her to leave the gates. And knowing that Pluto holds the knowledge of all time, she also values the senshi as her most trusted advisor. This love between them would only grow, and knowing that they were both supposed to live forever, Pluto dared to hope that there is a chance she could find love even with her solitary fate.

Senshi Fuku: Sailor Pluto's main color is black. Her collar, choker, skirt, back bow, front bow, and shoes are all black. Her tiara has a garnet colored gem, and her brooch is garnet as well. On her choker there is a garnet round pendant. She wears black knee-high boots. Her earrings are garnet and arrow-shaped. Around her waist dangles the set of keys that could open the Gate of Time. She is the only senshi whose fuku doesn't have sleeves/shoulder pads on its basic form, just like Mercury.
After being upgraded to Super Sailor Pluto, her choker gains a yellow star, her brooch becomes heart-shaped, she now has shoulder pads with a transparent bottom, and her back bow becomes longer and bigger.
Her last upgrade as Eternal Sailor Pluto gives her a V-shaped choker, her brooch becomes star-shaped, and so does her tiara. Her skirt becomes two layered, the lower part is white. Her shoulder pads become round white puffs with black stripes below them. Her gloves are now longer, reaching past her elbows. She has two ribbons - black and white - as belts around her waist which meet in the middle and clasped with a yellow star. She now wears white knee length boots with a yellow star on the black V-shaped stripe at the top. Her earrings become star-shaped.

- Dead Scream - she uses the Garnet Rod to send an energy blast at the enemy.
- Chronos Typhoon - she can send forth a cyclone of wind at her foe.
- Garnet Ball - she can create a shield using the Garnet Orb.
- Dark Dome Close - a way to close the Space-Time Door from a distance, using the Garnet Rod.
- Time Stop - Sailor Pluto's forbidden power to stop time. The use of this ability will result in her death.

Time was a funny thing, especially there on the gate. Pluto was both very aware of it and felt as if she was lost on its river at the same time. She knew precisely how long she had stood there, unmoving, unchanging, and yet sometimes she caught herself wondering how much time had passed. It all became so muddled after a while, and even she got tired of keeping track of all those threads of time.
It was a job that was mentally exhausting, even if physically she did nothing. Some days she even wished an intruder would appear just so she could have something to do. But of course that was dangerous, for traveling through time could cause serious consequences.
She just longed to see someone,
anyone… How long had it been since she last had a visitor?

wonder like a normal person?
Of course not. She wasn’t normal.
A noise in the distance made her perk up. Someone had breached the door into this area, and she was immediately on alert. Was it Neo Queen Serenity? She was the only person who would see Pluto here.
But as the footsteps came close, she watched in disbelief as a small figure made her way closer and closer.
A child?
Pink shock of hair came into view through the haze, and Pluto blinked. The child was crying; her eyes red and her hair up in two pointy buns above her head reminiscent of the queen. Immediately she knew who it was, but what she didn’t understand was what the child was doing here.
The girl finally noticed her, standing imposingly in front of the gate, and paused. She looked scared.
Pluto smiled at her, injected every bit of warmth that she never got to show anyone else. “Hello,” she said softly, wondering how her voice did not come out hoarse from lack of use.
The girl blinked, wiped her eyes, then looked up at her. There was awe in her eyes. “Hello,” she said in return.
And just like that, just with that one word, Pluto knew it was going to be the beginning of a wonderful friendship.
