Appearance:  Chibiusa is most-easily identifiable by her signature, bubblegum-pink hair.  The length of these adorable locks is about the small of Chibiusa's back, but she normally keeps it up in her mother's signature "odango" style.  But instead of having buns at the top of her head, Chibiusa fashions her hair into what looks like rabbit ears.  She also has unique crimson eyes and long, adorable lashes.  At the small state of five, she stands at the petite height of 3'6".  Outside of her red, white, and blue school uniform, Chibiusa typically wears cute, childish clothing.  This may consist of skirts, dresses, overalls, t-shirts, and shorts.  
When Chibiusa's grows to take on the appearance of an eight-year-old, she stands at the taller height of 4'8".  Her hair grows a bit in length, but not by much.  She adopts a little more fashionable style, but still sticks with her typical cute clothing.  
In Crystal Tokyo, Chibiusa has the same appearance, but she wears very fancy dresses in place of cute, everyday clothing.  
As a teenager/young adult, Chibiusa's hair grows to reach her ankles, and her childish body is now at the height of 5'3".  She has a thin figure, with sensible curves and delicate facial features.  
Personality:  Chibiusa is very childish, but at the same time, she is very wise and mature.  Because of her nine-hundred years of life and experience, she holds a lot of intelligence and wisdom in her tiny body.  Chibiusa is the type of person who is always ready to try new things and meet new people.  However, she sometimes has difficulty making friends because of her time alone in Crystal Tokyo.  But once she makes them, Chibiusa never loses a friend.  Like her mother, she is very sweet, friendly, determined, and dependable.  She is also very responsible, and takes after her father when it comes to her education.  Chibiusa likes all things childish, including candy and toys.  She is very selfless, and would do anything when it comes to her friends.  However, she has the tendency to argue with Usagi, and doesn't like when she doesn't get her way.  When she was in her five-year-old stage, she was sort of a crybaby, and she was very independent.  Growing up, she continued to be somewhat independent, believing that she could do things herself without anyone's help.  She is under the mindset that it's her job to make everyone happy, and when she can't do that, it brings her down.  She really likes art, and spends some of her spare time drawing and painting.  She has a childish crush on Mamoru, even though he is her future father, and this sparks many arguments with her future mother, Usagi.  Although the two argue constantly, they care about each other dearly.
When in the 30th century, Chibiusa was often teased for not having senshi powers, which contributed to her difficulty making friends.  But she tried her best as a princess to be mature and act like her mother.  Her dream is to grow up and be a lady just like her mother.  As she grew older and gained more experience as a senshi, her confidence level rose, and she became more upbeat and extroverted.  She is very close with her parents, and enjoys any time she can have with them.  Although she fights with Usagi a lot in the 20th century, the two love each other unconditionally and have a very close relationship.
Any Unique Abilities/Skills:  Chibiusa is very good at baking and cooking.  She also has a knack for art and gardening.  Because of her mother, she is able to wield the Silver Crystal.  When Chibiusa cries loud enough or is scared to an extreme measure, a crescent moon appears on her forehead and releases a beam of light.  This is similar to Usagi's high-frequency waves that she releases when she cries as Sailor Moon.

History:  Chibiusa was born to Neo Queen Serenity and King Endymion in the 30th century as Princess Usagi Small Lady Serenity.  Because she lived in a time when the Silver Crystal made all citizens immortal, Chibiusa, stopped growing at the age of five.  Throughout her nine hundred years in Crystal Tokyo, she was often made fun of because she didn't have any senshi powers.  Among her only friends were Sailor Saturn, the Sailor Quartet, and the rest of the solar senshi.  She aspired to be like her mother, and spent her days trying to follow the queen's footsteps.  Chibiusa also gained a very close, mother-daughter-like relationship with Sailor Pluto, who shared Chibiusa's desire to escape loneliness.  When Chibiusa was nine hundred years old, she decided to try and take her mother's Silver Crystal to attempt to make herself into a lady like the queen.  In doing so, she endangered the lives of her parents, the senshi, and everyone in Crystal Tokyo.  The Black Moon Clan, who had been planning an assault on the Earth for quite some time, took the opportunity to strike at that moment.  In order to protect the queen, she was closed in a crystal encasing, where she slept peacefully without harm.  However, the Black Moon Clan had penetrated their kingdom, and so the sailor senshi had to use all of the power to protect the Crystal Palace.  
Hoping Queen Serenity's past form would be able to save Crystal Tokyo, Chibiusa traveled to the 20th century, where she stumbled upon her parents when they were in the middle of a date.  Demanding the Silver Crystal from Usagi, Chibiusa made her debut as a very suspicious character to Usagi and Mamoru.  Not only that, but she used her trustworthy Luna-P ball to manipulate Usagi's family into thinking Chibiusa was their cousin.  Now living with the Tsukino family, Chibiusa continued her assault in trying to find the Silver Crystal.  Unfortunately for Chibiusa, the Rubeus of the Black Moon Clan and the Ayakashi sisters had traveled to the past as well to try and retrieve her.  With the aid of Sailor Moon and the other senshi, Chibiusa was protected from these malicious threats.  Eventually, the senshi traveled with Chibiusa to Crystal Tokyo, where they learned the truth about the mysterious child and worked together to defeat the Black Moon Clan.  Chibiusa was turned against them, but in the end, Sailor Moon was able to save her.  
After the debacle with the Black Moon Clan, Chibiusa was sent back to the future to live with her parents.  Shortly after, she was sent back as an eight-year-old to train with her parents to become a stronger sailor senshi.  That was when Chibiusa met Hotaru, who would grow to become her best friend for life.  Chibiusa also met Helios, a man in the form of a Pegasus.  He appeared in her dreams, and she fell in love with him.  Working together with other senshi, Chibiusa helped defeat both Mistress 9 and the Dead Moon Circus.
Other Noteworthy Facts:  Chibiusa's favorite color is pink, and her favorite foods are pancakes and sweets. She has type O blood, and her star sign is Cancer.

Storyline Specific Information:
Chibi Guardians - Chibiusa and the Sailor Quartet have taken over as the guardians of Crystal Tokyo.  The Sol Senshi decide that they can relax, and they all take the duration of twelve years to fall in love and have children of their own.  Each child is destined to grow up and become the guardian of Chibiusa's future child.  They all must go through training in order to do so.  At this time, Chibiusa is a seventeen-year-old who calls herself Sailor Moon.  She is still the same adorable, fun-loving girl she was as a child, only know she is more mature and knows when and when not to behave in certain ways.  Her etiquette as a princess has improved since  her childhood, and she has a reputation for being almost as regal as her mother.  She typically only lets her true personality shine through when she is alone with her family and friends.

Senshi Fuku:  Like all Solar Senshi, Chibi Moon's leotard is pure white.  The pleated skirt and collar are bubblegum-pink, with two white stripes on the edge of her collar.  A red bow rests on her chest and the back of her skirt, with her transformation compact in the center of the front bow.  Her knee-length boots match her skirt, and they have white trim.  The elbow-length gloves are white with pink trim, and the choker on her neck is pink with a heart in the center.  Two pink studs adorn her ears, and a golden tiara with a red gem in the center gleams on her forehead.  Red accents appear on her odangos, and white, rabbit-shaped fittings are attached to them.  When Sailor Moon received the Holy Grail, wing-shaped barrettes appear in Chibi Moon's hair.
When in her second transformation phrase, the skirt of Chibi Moon's fuku changed to white with a yellow and pink border.  A golden belt was above the skirt, and a pink heart is in the center.  Her transformation compact is still in the center of her bow, but the stripes on her collar change from white to yellow.  The bow on Chibi Moon's back became long, white, and flowing, and crescent moon accents appeared on the trim of her boots.  Not only that, but her sleeves changed to become translucent and wing-shaped.  Her choker was also changed, becoming yellow with a red heart in the center, and the red gem on her tiara changed to a golden crescent moon.
As Eternal Sailor Chibi Moon, her skirt has two layers, the top being a darker shade of pink than the bottom.  The bow on her chest is still red, but the brooch in the middle is now a pink five-pointed star.  Her pink color only has one white strip, and her sleeves change to become short, puffy, and pink.  The white gloves on her arms reach the middle of her bicep, and two dark pink rings trim the end.  The belt above her skirt is made of two ribbons, one dark pink and one light pink, that are joined at the front  by a golden star.  The bow at the back of her skirt is light pink, and her boots are white, knee-length, and have pink trim at the top with a golden star in the center.  The gem on her tiara changes to a pink, five-pointed star, and the earrings change to dangling pink five-pointed stars.
Powers:  
Luna P Henge - By saying this phrase, Chibi Moon (and Chibiusa) can transform Luna P into whatever they desire, within reason.
Pink Sugar Heart Attack - This attack wasn't very effective.  Using the Pink Moon Stick, Chibiusa can send a weak beam of hearts at her enemy, serving as more of a distraction than an actual attack.
Twinkle Yell - Using the Crystal Carillon, Chibi Moon can call forth Pegasus to help the senshi in battle.
Double Sailor Moon Kick - In collaboration with Sailor Moon, Chibi Moon delivers a powerful kick to her target.  This can also be performed by Chibiusa singularly.
Moon Gorgeous Meditation - Using the Kaleidomoon Scope, Chibiusa releases a wave of powerful energy that can destroy an enemy.  She typically performs this with Sailor Moon, but when she adopts Sailor Moon's title, she can perform it on her own.
Supersonic Waves - When Chibi Moon cries, the red accents on her odangos will release high-frequency waves that greatly disturb all in her vicinity.
Submarine Mirror - If Chibi Moon gets ahold of Sailor Neptune's Deep Aqua Mirror, she can transport herself to Sailor Neptune's location.
Starlight Honeymoon Therapy Kiss - This ability is one that is used to heal instead of to destroy.  Using her Eternal Tiare, Eternal Sailor Chibi Moon will call out the respectful phrase as she spins, raising the tiare above her head.  Bright pink light emanates from the crystal on top of the Tiare, and thus restores an enemy that has been changed to their original human form. Available only to Eternal Sailor Chibi Moon and Sailor Moon.  This attack can also be performed in collaboration with Chibi Moon's mother.
Pink Ladies Freezing Kiss - In collaboration with the Sailor Quartet, Chibiusa can combine her powers to freeze a large enemy.
 Weapons or Magical Items:  
Prism Heart Compact - This was Chibi Moon's first transformation brooch.  It is circular, made white with a golden crescent moon surrounding it.  A large, pink, crystal heart sits in its center, trimmed in gold.
Chibi Moon Compact - This is the second transformation compact given to Chibi Moon.  It enables her to transform into Super Sailor Chibi Moon.  The compact is shaped like a heart, with a majority made of a giant pink crystal trimmed in gold.  A wing-like pattern is at the top of the compact, signifying that it was given to Chibi Moon by Pegasus.
Luna-P - This large, ball-shaped item looks almost identical to Luna.  It has the facial features of the guardian cat, along with an antennae protruding from the top.  Luna-P follows Chibiusa wherever she goes, protecting her, defending her, assisting her, and advising her.  It was given to her by Sailor Pluto.  It could transform to whatever Chibiusa desired, within reason.  Luna-P also transforms into Chibi Moon's Pink Moon Stick.
Pink Moon Stick - Because of Chibi Moon's desire to help Sailor Moon, Luna-P transforms into this delicate item.  It is only about the length of Chibi Moon's forearms, and is colored pink (obviously).  The stick part is connected to a crown piece with wings attached, and atop this crown is a pink crystal heart encased in gold.  A star peaks out of the top of the heart's golden trim.  
Pink Moon Crystal - This crystal was born from Chibiusa's tear when her best friend, Sailor Pluto, died at the end of the Black Moon arc.  This aids Chibiusa into transforming into Eternal Sailor Chibi Moon, and gives her power to perform strong attacks.
Crystal Carillon - This item was given to Chibi Moon by Pegasus so that she could communicate with him and call on him during battle.  The handle of this item shaped like large, hot pink heart, and had golden stars embedded into it.  At the bottom of the heart was a pair of metal wings that were a lighter shade of pink, and attached to the wings was a large golden bell.  The bell rang with a beautiful, twinkling sound.
Kaleidomoon Scope - This item was given to Chibi Moon by Pegasus.  The main part of this weapon is a long, glass rod that shimmers and reflects light like a kaleidoscope.  The handle is hot pink, with a heart-shaped piece of metal surrounding it.  A pair of metal wings is at the top of the handle, holding the glass rod in place.  Multiple rings of pearl embellishments line the beautiful weapon.
Eternal Tiare - This item is the exact same one Sailor Moon used in the battle against Galaxia.  In the 30th century, she gifted it to Chibiusa to help her fight any threats that would appear in Crystal Tokyo.
Space Time Key - This key allows Chibiusa to call open Sailor Pluto, the Guardian of Time, so that she may arrive the the Gates of Time.  It also allowed Chibiusa to bring people with her, although this is a taboo.

RP Sample:  The sun was shining, and all of Crystal Tokyo was in high spirits.  Small Lady had been bustling throughout the palace, unable to control her energy.  Season after season, she had waited for summer's beautiful arrival.  Because with summer, came nothing but fun.

And ice cream, of course.

Knowing her mother was out on business, Small Lady hunted for her father, waiting for the perfect moment where she could snatch him up in her pleading eyes.  With determination and the most desperate, ice-cream-deprived look in her eyes, the young princess latched onto her father's arm and began her assault:

"Papa, have you seen the sun?  Isn't it beautiful?  Oh, but it's so hot...this palace needs to improve it's condensation.  I am absolutely parched, and it's such a coincidence that there happen to be ice cream vendors all over the place!  We should go see one, and maybe test the quality for our faithful citizens."

The king simply chuckled at his daughter's misplaced vocabulary and shook his head, gently removing himself from his daughter's hold.  "Now, Small Lady, you know your mother doesn't like you to have ice cream," he replied, his voice deep and stern.  That was it - that was all Small Lady needed to lose control.

"Oh Papa, please!  It has been so long since I last had just one lick - one lick of ice cream!  You let Mama get it all of the time when you were younger!  Why am I any different?  Please Papa, please please please please please!  What Mama doesn't know won't hurt her!" the pink-haired child begged.

Endymion looked down at the despairing child, guilt and sympathy crossing his face.  With a sigh, he relented, causing Small Lady to squeal in delight.  

She continued to squeal and talk about what flavor she would get the entire journey out of the palace and to the square.  This was it, she was finally getting her ice cream!

And of course, she ordered the same exact cone her mother used to force Endymion to buy - Double Chocolate Fudge.

If you want to play her as Princess Small Lady Serenity or any other Senshi forms you will need to include that info before play as them in any RP.

I think that in the manga she can use Honeymoon Kiss whatever (i don't remember off the top of my head it's late for me) with Sailor Moon. You might thing about adding that to her attacks.

Since she's going to be Sailor Moon in Chibi Guardians why not come up with unique to her stuff for her Sailor Moon?

Perhaps you could use Chibiusa's senshi information from the manga for Chibi Guardians. What I mean by this is that she would have her manga attacks from Stars arc and Eternal fuku. Of course you are free to use your personal ideas if you want to, like Ed said! How old is Chibiusa in this storyline?

Oh, could you mention Chibiusa's ability to travel through time by using the Space Time Key in her Powers section, and perhaps mention she is close with both her parents and looks up to them despite clashing with Usagi?

Everything has been fixed, other than Chibiusa's age in Chibi Guardians.  I'm waiting on a response from JTC to get that answer I've added a lot of new attacks, including some of the original Sailor Moon attacks (the tiara-oriented ones).  Please let me know if there's anything else you want added, and I will let you know when I found out Chibiusa's age!

I am a bit confused by Chibiusa's added attacks as some of them are not accessible in her Eternal form. Based on the manga, Chibiusa is always in her Eternal senshi form after the Dream arc, so I assumed this will be the case in Chibi Guardians (even when she takes on Sailor Moon's senshi name) and am now wondering if Chibiusa's powers have been degraded back to Planet /Super level. Could you clarify this? I'm sorry for the confusion ^^;

You are correct about Chibiusa keeping her eternal form as Sailor Moon. I figured I would add the Moon Tiara attacks because I felt she needed some smaller-but-effective attacks in her list. But I went ahead and removed them because I understood your confusion and figured they were unnecessary.
