Yes, it was the 20th anniversary last year too. The original run of the Sailor Moon Manga was in April of 1991. So, last year was the 20th anniversary of the manga. This year is the 20th anniversary of the anime since it originally first aired in 1992. I believe next year will be the 20th anniversary of the Musicals since they began in 1993. ^^

Because if we celebrated the anniversary this year...it would be the 21st anniversary for hte manga. o.o and vice versa for the other things. Lets just say we are celebrating 20 years of sailor moon for 3 years in a row.

then what about the action series?

Well live action didn't air until 2003...of course we can celebrate it as part of Sailor Moon but its about to hit a 10 year anniversary next year. Soo... can always celebrate that.

i'm not happy, Toei are crap .. they are not on the same level with Shaft (Madoka) or Kyoto Animation (Haruhi Suzumiya, Clannad) when it comes to the animation -_ -

Well, you know, after so long, its better than nothing. Its a pretty nice surprise if you ask me (even if toei is doing the animation). ^^
