Queen Nehelenia is the leader of the Dark Moon Circus controlled by Zirconia. She is the only major villain who was never killed.

In the manga she is the dark mirror image of Queen Serenity, and she is the self-proclaimed Queen of the dark centre of the moon. She confronted Queen Serenity who sealed her within the mirror which she resides with the Moon Stick and the Ginzuishou. She cast a curse on the Moon Kingdom that Princess Serenity would never succeed the throne because she would die beforehand. She claims herself and Queen Serenity are from the same origin as Queen Serenity's crescent moon is part of her crown.
Zirconia wakes her up while she still resided in the mirror. An eclipse on Earth allowed her powers to affect Mamoru. She believed that she is the true ruler of the moon, and that the Ginzuishou belongs to her so she sends her minons after Sailor Moon. After entering Elysion she became more powerful, and eventually obtains the Ginzuishou. Mamoru's love for Usagi, and the additional power of the Golden Crystal to retrieve it. After Mamoru combines his powers with Usagi's she transforms into Super Sailor Moon. Surrounded by the power of the Ginzuishou she turns into an old woma, is defeated, and sealed back in the mirror.

In the past Nehelenia was admired by her court but was lonely, and had no real friends. She spent many hours in front of a mirror, and ultimately decided she was her only own real friend. She was extremely beautiful since childhood but she became cold, and isolated as she grew older. She fell in love with her own beauty, and when Zirconia visited her convinced her that she could stay young forever by feeding on the dream mirrors of others. She turned her entire court into minions for their dream mirrors. She ultimately became lonely, and began to watch the White Moon Kingdom, and became jealous. She coveted the Moon but Queen Serenity banished her to the New Moon where she stayed isolated. She learned of the Golden Crystal and it's powers and wanted to take it to be able to have the moon. She confronted Helios who told her she could not take the Golden Crystal because she had an evil heart. She tried to take it anyway, and was burned so she captured Helios, and in return Queen Serenity sealed her within a mirror.
Queen Nehelenia is awakened by the laughter of the Amazoness Quartet, and she gives the girls extra powers, and Amazon stones. She sets up the Dead Moon Circus in Tokyo looking for the dream mirror which contained Pegasus. She eventually does find Pegasus, and steals the Golden Crystal but the Amazon girls betray her, and replace it with a pineapple while she is not paying attention, and return it to the Sailor Senshi. After the Senshi destroy the Dark Moon Circus Queen Nehelenia kidnaps Sailor ChibiMoon, and escapes into the sky with a piece of the tent belonging to the Dead Moon Circus. After being confronted by Sailor Moon she throws ChibiMoon over the edge.
Queen Nehelina infiltrates the earth when a voice wakes her up in the mirror, and she breaks the mirror, and the shards fall like shooting stars into the people of Tokyo. One is in Mamoru's eye, and she is able to kidnap him, and change the future until Chibiusa disappears. The Senshi come after her, and she traps each one individually until only Sailor Moon is left. Sailor Moon pities Nehelenia, and she does not like it. After Sailor Moon becomes Eternal Sailor it is shown that Nehelenia's wish was to have real friends. Sailor Moon tells her that her wish can come true, and she begins to cry, and the mirror breaks.
She wakes up as a child again with the whole Dead Moon Circus being a dream, and she has received a second chance.
