I would say Sailor pluto but only because she can see the future and its outcomes. Who would be more powerful than someone know knew your fate?

With Manga in mind,

I would Sailor Moon. She turns into Sailor Cosmos, she was debating on destroying the Galaxy Cauldron. Yes she didn't win in the future but she came back to
right wrongs (pun intended lol).
Sailor Cosmos is still a mystery to us, so we don't know if she could take the star seeds out like Galaxia and Sailor Chaos.
I mean someone has to fight Sailor Chaos and I don't see any of the other Senshi winning that fight with out Sailor Moon.

I feel that Sailor Moon and the outer senshi are the most powerful. I haven't read the manga yet, but in the anime, the writers basically made the inner senshi nearly useless. I'm re-watching the anime and on seldom occasions do the inner senshi attacks ever work on the monster they are attacking. Meanwhile, the outer senshi always attacks and it always works. Rarely does it not. Sailor Moon on the other hand, well, she channels love for her power and in the show, love is the end-all be-all since it's an attribute the enemy cannot understand.

Getting off that train of thought in regard to the anime, I would stick to the outers being the most powerful because they just seem to be. Pluto is the solider of time, Uranus is the solider of the sky and wind, Neptune is the solider of deep waters, and Saturn is the solider of destruction. Saturn is basically the end-all and therefore would be the strongest of the four. Plus, I think it would make sense to have the outer senshi be the strongest since they're supposed to protect the galaxy from outside invaders. If they can handle the threat before the threat made it past their barrier, there's no problems.

Also, I do agree with a point made earlier that said it is a matter of willpower too that fuels the senshi. The outers seem to have the most willpower most of the time and therefore that could be why they always appear to be the strongest and their attacks actually work. When the inners have a burst of willpower, their attacks work too. I just finished watching the other day an episode in S where Jupiter wanted to become stronger since she was disappointed in herself that her attacks have been failing. She was determined and when the daimon appeared, she single handedly defeated it, without the help of Sailor Moon. So I think there is great potential in everyone, it just depends on their drive.

I even like the ideas of everyone else though like with Sailor Mercury and Jupiter. It makes me wonder what it would be like if Sailor Moon were targeted at a more mature audience. Would their attacks be more realistic and powerful in these ways? There is potential for everyone.

Actually if you watch Sailor Moon S you will see that Uranus and Neptune only defeated the actual enemy a few times. All the other times, they do what the Inners do, do their attacks and eventually weaken them for Sailor Moon to finish them off. That or the Outers could careless and just walk off after finding out that it wasn't the pure heart they were looking for. However, I know where its coming from. They do beat the enemy more then the Inners

I think you raise a very good point. The Outer Senshi appear, in comparison to the Inner Senshi, "tainted" in a way, so their methods of battle and a winning outcome are enforced in a greater manner than the Inner Senshi seem to posses. I think willpower is such an important factor because when the need is dire, the Inner Senshi can become just as powerful as their Outer Senshi companions.

In terms of power I think all of them are matched in their own ways and it really does come to their willpower.

For example I would say Usagi is far stronger than Princess Serenity, since Usagi, even after losing Mamoru would not turn away from a battle. I think that's what separates them the most... while Serenity would panic and probably kill everything after losing Endymion...

Also in the myu... Haruka was shown to be capable of killing Michiru when prompted, she would have if Usagi hadn't stopped her, however Michiru was completely incapable of killing Haruka and Setsuna had to step in to kill Haruka instead. It shows that they're all capable of beating each other but it depends if they have enough strength in their mind to do so.

I second that motion. I also think that the Outers might train a bit more then the Inners. That might be a factor also. I also get a sense of the Outers being Senshi longer then the Inners in the Princess years also. So it can be many factors.

I think, as far as Outers v Inners go, Outer are stronger based solely upon the duties they were given upon their awakening.

The Inners were the guardians to the Moon Princess, so they were trained to handle pretty tough evil guys, right? But to me, while they could easily kick-ass and take names of pretty much any threat, they were members of the court. They were meant to deal with court politics and minor evil disturbances from within the system, to serve as the final defenses of the Princess in case of an attack.

There's a ton of evil out there - dark masses and pockets teeming with evil stuff that, if it's able to make it past the Oort Cloud and Kuiper Belt, means serious business. Their duty was to stop threats from entering the solar system, so while the inners dealt with, say, level 20 monsters that were grown within Earth or one of the inner planets (which didn't happen often as the star seeds of those planets were pure), Neptune and Uranus were facing level 70 monsters who had grown somewhere disgustingly dark and were attracted by the light of the Silver Millennium, passed through its natural defenses (proving its strength and cunning) and Those Two were the only thing standing in its way.

Pluto was off guarding the Time Gate

And according to Neptune in S, the three of them were never to meet in case their Talismans would touch and awaken Saturn.

From hints of Uranus talking about being lonely with only one shining light (Queen/Princess) to keep her going, and the sheer distance between Uranus and Neptune, I bet they never met or spent time together, so those senshi were facing those huge terrible badguys alone.

So, yeah. Neptune and Uranus are stronger and more badass than the Inners because they were created to protect the system from dangers from without. Venus and the girls are still badass, but they were facing baby things compared to what the others were facing.

And I still think they're stronger than Saturn (if only because Saturn's kinda an all-or-nothing fighter; if she can't win, she destroys everything - where's the fun and challenge in that? ) and possibly Pluto (just 'cause I don't think Pluto would ever unleash the full force of the Underworld for fear of what could happen to the timestream), and that's when they arent working as a team.


Now, by the end of the series, the Inners had risen to the challenge and evolved to become stronger and more capable warriors, but so did the outers, so I say the outers still win.

Gah I love this so much. You made an awesome point, Uranus. It's funny too because I just watched the anime episode where Uranus and Neptune were talking about this and their duties they had in their past life, also stating that they were like the strongest because of this.

I can't wait to read the manga (when I get them and I have the chance) too and also see how the senshi work in them.

I actually don't think any of them are more powerful than the other. Each of them have immeasurable strength, but the most power and strength a senshi has, it means that their power is drained quicker. i.e. Saturn with her attacks and Sailor Moon depleting the Silver Crystal.

They are the most powerful together.

I'd say obviously Sailor Moon, then, as Hootie said, Saturn, because she has the power to pretty much destroy the world.

This. Hands down You wrote exactly how I think about their powers Kyra! If we're not counting Sailor Moon in I have to say I think Uranus and Neptune are the most powerful. I just simply agree with everything you said. Especially Uranus and Neptune had faced so strong baddies all alone and hence have more experience than the others and their powers were 'created' stronger (as well as Pluto's and Saturn's but they die if they use all their powers, so they can't really help so much XD)

I feel like this will boil down more towards popularity than actual power level...

My head canon goes likes this: Usagi, Hotaru, Setsuna, Haruka and Michiru, then inners. Actually, I usually group Haruka and Michiru with the rest of the inners, particularly with the anime, as they don't get new attacks or anything and generally don't do much during StarS >.<. But anyway, yeah, that's basically how I see it.

Poor Hotaru, all that power, and they couldn't even give her a transformation sequence...

I think Sailor Cosmos who is the senshi of the universe should be the most powerful. Also she possesses the brightest Sailor Crystal.

If we go with the manga, Sailor Moon obliterates everyone else. She literally defeated all the other soldiers with one single attack (Silver Moon Crystal Power Therapy Kiss), and that was them powered up by Galaxia. Plus, Sailor Cosmos always seemed to be like a goddess to me. I mean, she can travel through time, send people through time, and was apparently able to destroy the Galaxy Cauldron.

Oh yeah, and there's that part of the manga where it says the Silver Crystal has the power to destroy a star. I have no idea where it is, but yeah, that's way more powerful than what Saturn can do.

As for just the Guardian Soldiers, it's easily Venus. She was the leader of the Guardian Soldiers, and she destroyed a huge building as just Sailor V. I mean, if she can do that in her most basic form ever, what could she do as Eternal Sailor Venus?

I guess for the manga it's like: Usagi > Hotaru > Venus > everyone else. The Guardian Soldiers and Outer Soldiers were evenly matched in their fight against each other, so I guess there isn't much of a difference there.

In the anime, I think Sailor Moon has the most raw power, but she rarely ever really uses it. She's pretty awful in combat, too. But I guess after her comes Hotaru, then the Outers, and then the Guardian Soldiers.

I would have to say, it is either Sailor Moon, or Sailor Saturn.

We see Usagi's/Sailor Moon's growth throughout the whole series, becoming stronger in both mind and magical power - she always winds up winning in the end with the power of love, or the super-nova-rending power that the silver crystal wields.

But we also have to take into consideration, Hotaru was always RUSHED. BAM she awakens, and then she's a baby.. then Sailor Saturn causes her to age rapidly due to being needed to aid in defending against the new evil. Basically, Hotaru doesn't seem to get a chance to really learn and grow into the powers within her. Thus, it can be said, we honestly don't know the full potential of Sailor Saturn's power. Sure, her ULTIMATE power that we're aware of, can destroy the world, and takes her out along with it. But what of the powers she has yet to develop? She is also part of ChibiUsa's court in the future - more reason to say that she is underdeveloped in the timeline that we know, and probably hasn't reached her full potential as a senshi. 

I'm sure her ability to destroy the world wasn't the only reason they wanted Saturn to stay asleep.

Each one of the Senshi has a superpower of great strength, like Jupiter is thunder and Mercury is water. but I have to say Sailor Mars' destructive fire powers. For the outers, Uranus has a more powerful edge. And the starlights are well...have their stuff, then my opinions on Mars and Uranus are unchanged.

I clearly am, hands down.

But seriously, Saturn may be weak, but anyone with a power to destroy everything is just plain scary IMO

And we can't forget Saturn's ultimate power to move stairs! (Myu reference for those that know xD)

Sailor Moon was said to have enough power to destroy stars in the manga. Stars >>> planets.

Overall though, I do believe Sailor Moon is also the most powerful because she is able to channel everyone's power through her when the others lend her their power. In the anime, it is strongly suggested that the way she was able to obtain the ESM form was through everyone channeling their power to her and how she was also able to defeat Metalia in the anime as well. I'm not so sure how it was in the manga as I haven't read it for years, but I do know that is how it is suggested in the anime.

I think these two are on the same level as Sailor Saturn can bring death to a situation and Sailor Moon can bring rebirth to a situation.

I agree, if we're going by manga standards, Sailor Moon is the most powerful in terms of her healing power. Galaxia's the best destroyer with Saturn coming close.

If we're getting creative, I'd say Sailor Pluto. In an alternative scenario where Sailor Pluto, another scout were fighting a more powerful opponent, Sailor Pluto could stop time, which would allow the other scout to kill the opponent in the void. Sure, it would cost Sailor Pluto her life, but it's possible.

Ok, but the question is, what are we measuring in terms of being the most powerful? Brute force? Jupiter and Uranus would win there. Healing abilities? Moon. Ability to destroy everything? Saturn.

Each of the Senshi bring something to the table that they are the best at. It's hard to say clearly who is the best or the strongest because there is no clear way that we are defining most powerful.
