Home Phone, Tokyo's newest telecommunications company, has made a name for itself with aggressive advertising and competitive rates on internet and phone services. Not satisfied with simply rocking the boat in the telecom industry, Home Phone has just launched a new dating service called "Hotline Tokyo."

Coincidentally, a week after the first series of ads have run their course, brainwashed citizens wearing animal-themed masks are beginning to cause trouble in the city with seemingly random acts of violence. When questioned by the police, these perpetrators (or victims) all share a common link - each of them received strange, cryptic messages in their answering machines/voicemail, urging them to act on their darkest desires.

At the heart of this mayhem is an individual who calls himself Schwarzpferd, the first of the masked men and women to appear. What are his ulterior motives? Does he pull the strings, or is he merely the puppet of another?

A masked vagrant calling himself Schwarzpferd has suddenly appeared, with short-lived moments of chaos and disorder following in his wake. After assaulting nine men in a crowded subway, this odd man destroyed a suitcase full of money through an explosive public spectacle.

The short-lived conflagration attracted the attention of the senshi, but their strength was not enough to injure the ominous operator. Before his departure, Schwarzpferd taunted Sailor Moon with a loaded question. "Do you enjoy hurting other people?"

The senshi convened at Rei's shrine the following morning to discuss the nature of this new enemy. At the same time, a young businessman has sought out the priestess for further insight into his own troubles. Sensing something unusual about him, Rei turned the attractive man away - but not after a mildly heated exchange of words.

Luna wastes no time in confirming Rei's concerns; the man is (or was) an agent of the Dark Kingdom. As little is known about his current activities, Luna gives her blessing to Minako's suggestion that the senshi investigate him before initiating a direct confrontation.

The quality of Jasper's day steadily declines as he confronts a large gang of men in animal-themed masks that are vandalizing his car. After defending himself from the attack of the pig-masked leader, the mob rushes towards the businessman with murderous intent. Setting aside their initial concerns of his morality, the senshi rush to Jasper's aid and succeed in subduing the crowd. Only the instigator was unaffected by Sailor Moon's purification, and though he was defeated, the pig-masked villain found an opportunity to strike a blow to Jasper's head.

Between the additional stresses of irrational violence and sympathy for the injured businessman, Usagi organizes a trip to a nearby waterpark. Soon, a localized torrent of digital warnings sweeps over the electronic devices of the park visitors - an ominous warning to avoid the Roppongi district on that particular evening.

The notifications soon prove to be more substantial than mere electronic spam; Schwarzpferd and many other masked goons crash the festivities. A swift response from the sailor senshi keeps the damage and injuries to a mininum, but Schwarzpferd continues to taunt the guardians while slipping through their fingers.

Not satisfied with merely being the target of a regional manhunt, the villain Schwarzpferd demands that the senshi seek him out at the construction site where Home Phone's future headquarters is being assembled..
