do we have to desgin the image for the card or can we edit a screencap for example to place on our card?

You can do both. It can be an edit of a screencap or scan or you can come up with something original (just has to be SM themed).

So do we have to like...come up with a description for the card or something? Like is it supposed to be based on trading card games like Magic the Gathering, Yu-Gi-Oh, or Pokemon? Or is it meant to be more like a um...playing card?

Well the bases are more like a a TCG like MTG or Yu-GI-OH. So while you don't really need to come up with rules or anything that makes sense for gameplay or try to come up with a whole new game (there was once a Sailor Moon TCG if youwant to go look it up for inspiration) naming the card and putting in the some text would be required.

Okie doke! And it can be any characters as long as it's from Sailor Moon? ^^

4 cards is quite the challenge will we be graded on the card's description/attack power thing?
or just the art on the cards?

Its going to be a member's vote, so I can't really say how members will choose. it will essentially be a poll (like a majority of our previous artist contests) and members choose the one they like the best. ^^ I'm sure the text will add to the card, but I don't think that will be the only thing people will look at.

Could we alter the colors of the card base, or are we not meant to touch the base at all?

Hm, I didn't have anything against that so I don't see why not, though we provided a selection of colors, but if its not one you had in mind, go for it. ^^
