A blue Humanoid Demon with a bulky build-up. He has Red eyes, Blue pale sking and white hair. He has a cybernetic chest plate, with the Symbol of his organization the TimeBreakers in the center. He wears what appears to be a gray toga above his red pants and red shoes. From the chest plate two apparent power lines go to his neck, pressumed to boost his power.

One of his noteworthy characteristics is his skin, although blue it's pale; Likely from being confined in hell and as, sunlight and light do prove as a hindrance to him he does avoid light if possible. His Red eyes can shine in the dark, casting fear upon most enemies. Althought a great leader, Miira keeps ornaments to the least, as he feels they serve little purpose, the toga he wears is because his second in command, Towa insisted on him at least having one elegant piece of cloth. Most of the times, the expressions on his face are either stoic or with a sarcastic smile; Also, he has pointy ears granting him a high ear ability. His hair although messy, is according to him, one of his trademarks and no comb will make his hair down.

Skills/Abilities:

Most of his skills are determined by "Blast Counters" or charged energy used for his skills on his chestplate, it take about 2 minutes to accumulate one and his skills requiere diverse amounts. When doing so, Miira can't use more than certain energy attacks or move at all. Also it stores his ki for better control. His Chestplate serves further purpose as three years ago, he was badly injured by Beat. Due to this, his body was gravely damaged and his ki control was lacking. Either too much or too low, The chestplate serves as a regulator. Also, from his chest plate he can "Lift the restriction" by voice command and fight at full power, but due to the beating he took, he cannot be in that form for long or he'll tire out easily, his ki attacks won't work and even will find himself un able to move. Therefore, the plate is made from a very resistant material yet, it is not indestructible.

Also, Miira can power up to a very high level. Capable of creating small tremors though they can be felt far away, cover the sky in darkness, conjure up a storm, create red lightning around him and such. But if he does, due to his body's condition he has to rest for a long time after he fights, so if he does this it has to be for a VERY good reason.

Miira's abilities include heavy attacks and many energy beams. They are divided in:

Skill: An ability unique to Miira. They spend little to no energy but consume Blast counters.

Blast-range attack: Beams, rays or stuff that are launched from a distance. They cause fair damage and consume a rather high amount of energy

Illusory: Attacks unique to Miira as the ruler of hell, these are cast by looking into his eyes and casting a vertex of illusions and mentally weakening the foe. As they are to look into his eyes, they are from up close to mid distance.

Bukujutsu(Flight): Miira can fly at will. No blast counter at all(Skill)

Magic Materialization: One of his main resorts, spend little energy. can create weapons out of nowhere with which to fight his opponents, Swords or spears. But doing so takes some time. Weapons are of the dark element so can be dissipated with enough light. No side effect.(Skill, consume 1 blast counter)

Fūin kaikō-sen(Sealing light beam): From his hands, he puts his hands in front of him, and then he fires rings of energy that paralyze the opponent. For any battle, though can be dodged as trajectory is linear. Spends 2 Blast Counters. Can only use Demon Destructive wave or Finger beam barrage and if he does he will tire himself out.(Skill/Any range)

Akuma no yōna shōheki(Demon Barrier): This is a result of using very advanced ki manipulation to compress the energy to the point of being hermetically sealed so that nothing more than voices (in an atmosphere) or low energy photons, such as visible light, can pass through. Miira uses this for defense and no conventional attack can pull through, only an attack which goes above his energy output. Used in extreme cases, consume 2 blast counters. Cannot use any type of energy attack for 5 minutes.(Skill/Any range)

Jigoku no Kiba(Hell's Fang): Miira dashes at the opponent with his hand engulfed in darkness, stunning the opponent, then extends his other arm and strikes with an uppercut. Somewhat easy to dodge as one can see the hit, although parrying will still damage due to dark energy. Used for one on one fights.(Melee-range)

Carnage Scissors: Performs a very fast, dashing sword/Fist strike/Kick, then spins and releases two crossing spikes of dark energy (hence the name "scissors") from slashing the ground with his sword/limb. Covers a lot of ground very quickly and fair accuracy, one can jump to the side or try to parry. If using a weapon, a very big amount of light will stop the attack.(Melee-range)

Hades' Guantlet(Gantoretto Hādesu): Disappears from sight. appears from above and with a darkness engulfed fist, pounds the foe to the ground. Can be dodged by moving from place or parrrying(Melee-range)

Gokuken(Prison fist): Grabs the enemy with his hand filled with dark power and makes darkness explode at point blank. Can evade if fast enough. Explosion sends opponent on a groundslide.(Melee-range)

Maō Tosshin(Devil King's Charge): Charges at enemy at a high speed and with both arms, begins to grind them in a bear hug like fashion, then, uses dark power to create a small explosion, sending the target flying. Can dodge the initial charge or stop him with a light attack(Melee-range)

Maō no Ashi(Devil King's Foot): A sort of counterpart to Beat's Ryūshōken. Miira advances on enemy and first gives a strong kick, then gives them a direct high kick and sends them to the ground. Used for 1 on 1. as a physical attack it can be parried or dodged like any other. For lone fights only.(Melee-range)

Finger Beam Barrage: Miira fires lots of red energy beams from fingers. use little energy but they do little damage, so to harm opponent notefully at least 4 need to land. Easy to dodge but very fast. Used for multiple foes or for trapping a foe into running away. Requires 1/4 of his ki in chest. ( Blast-Range)

Demon Destructive wave: Fires a red, yellow or blue beam from open palm to foe. Depends highly on chest amount energy and needs energy to recharge before launching again. Speed is high so it requires timing to dodge, Damage isn't fatal. Requires 1/4 of his ki in chest. Used for one to one fights.(Blast-range)

Jigoku no Arashi(Hell's storm): Fires many ki waves at the opponent and creates a monsoon of energy on target, badly damages environment. Energy balls aren't accurate so they mostly damage with the explosion afterwards. Have little to no accuracy but after explosions are a problem to deal with; can be avoided once timing has been read. Requires 1/2 of his ki in chest. used for both multiple and one foe fights.

Cocytus:The user fires one beam from his hand that causes everything it hits to freeze. Hand need to rewarm hand after launching it taking, 1 minute. Accuracy is fair, so it can be dodged by running or jumping. But it freezes environment and leaves chilled air that in high amounts can start to lower target's temperature. Mostly used on one-to-one fights. Requires 1/2 of his ki in chest. (Blast-Range)

Phlegethon: Charges heat from a Lens in his chest plate, and then shoots a lethal ray of fire at the opponent from an open palm. Afterburn is severe. Hand needs to cool down for about 2 minutes. The Beam is mortal melting anything in its path; as heat, it's difficult to control it's direction so it's mostly shot straightly thus making a somewhat predictable pattern, requires a lot of energy in chest plate and needs two minutes 2 recharge, Requires 1/2 of his ki in chest. (Blast-range)

Vaitarna: By staring in to his eyes a small circle of energy is created beneath foe. Creates an Illusion in which the foe sees Hell(if he or she has a lot of darkness in their heart) Or a river of pure water(If he/she has a pure heart) in either case, both leave the target mentally tired. Spends a high amount or energy. The effect is much less notable in the Senshi as they have righteous hearts, nevertheless it's still dangerous. Can be dodged by avoided the circle once acknowledged or avoiding eye contact. Uses 1/2 of his ki in chest.(Illusory)

Rikudo Rinne(Six Paths of Reincarnation): Sends little blasts of light which surround opponent making he or she unable to move. Unknown to the foe, the little energy sparks and the eye contact with Miira cast an illusion in which the foe falls into one of the Six realms of desire of Buddhist tradition, as a Makaioshin, Miira can move the soul of the foe if corrupt enough:

If the foe has a heart filled with negative emotions, he or she will fall into one of the 6 hells and die in six days. If, however the foe is filled with pureness and justice it will be a mere illusion and the foe will lose consciousness for hours or days, this case being, the Sailor Senshi. Consumes all ki in chest.(Illusory)

Maō jigoku ken(Devil King's Hell Fist): The anti-thesis to Beat's Riot Javelin, it's a very destructive attack. Lifts the palm of his hand and begins to charge energy. His hand becomes red and launches a very powerful energy blast, capable of blowing from an entire building to a city itself. It's very fast so it has accuracy, it can be deflected by someone with a higher power level or by a strong source of light. Consumes all energy in his plate.(Blast range)

Personality:

Ambition: Control all dimensions and time itself.

Likes: Hot places, energy recharges, darkness, deserted planets, milk.

Dislikes: Shinto, sacred seals, light, noisy people, justice, wine.

Weakness: Somewhere in his chest plate, sunlight, light based attacks(Sailor Venus' beam, Sailor Moon's tiara etc. Sailor Mars' seals) arrogance.
Chestplate overusage: Faulty ki control, lack of protection, Tiredness, lack of skill control, unable to fight at full power for too long.

Miira, is surprisingly regal and somewhat elegant in comparison to then normal demon stereotype, however, he is a cold blooded murderer and enjoys torturing others, and can have somewhat of a maniacal demeanor if angered. To spread death and terror, Miira, enlisted the help of remnants from Frieza's Planet Organization, and the Red Pants Army(Succesors of the Red Ribbon army) thus making him have a considerable force known as the "Timebreakers" who are able to wreak havoc across time and space with their technology. Miira is closely related to the Kai's that rule the galaxy, as he is, their counterpart. Due to this, he doesn't see himself as evil, but as someone who is liberating living beings of unstable emotions such as love, affection and such, to accelerate their "evolution" and make them into demons, makais or many things of the sort.

He mocks Beat and the Senshi by telling them their "Justice" is inexistent, and thus only an illusion of the human heart. To him emotions are merely excuses humans make to justify for their actions and thus, they waste their lives. By turning them into youma, makais and such, they will understand the triviality of their life, and understand the one truth in the universe. Death, despair and lies. Despite his arrogance Miira is not without caution, as he has several ways to come back should he die. The Timebreakers, the Dragon Balls and unbeknownst to him, Beat's hatred. feeding off the latter's hate keeps him binded to this world. He is also a charismatic leader and a genius strategist, as all the factions within the Timebreakers look up to him. Although coming from another dimension, he has a vague knowledege of Beryl, the Moon kingdom and events that happened on the Senshis' Earth. He is reuniting energy for an unknown purpose. It is said the he drinks milk because his comrade Towa, drinks too much and becomes to noisy to bear...

Biography/History:
The ruler of hell/Makai, Miira once long ago planned an invasion on the whole North Galaxy but a Fellow Youma, Chaos, betrayed him and thus, the door to hell, Ginnungagap, was closed. For many years, Miira sought how to escape Makai, and found the key to bypass Hell's gate in the Dragon Balls. In Beat's World, in A.D. 2000 he manipulated people to summon Ultimate Shenron, open the Ginnungagap and make the world into a living hell. For many years, he reunited remnants of Frieza's Planet Trade Organization, enlisted the Red Pants Army and any human mercenary who wanted to join him. Seven years later afer his rebirth, he was handed defeat at Beat's Hand, foiling his plan. Right then, his fellow Makaioshin, Towa revived him and reconstructed his body with a chest plate to make him more pwerful and control his enery more efficiently. Both set off to another dimension. Now in the Sailor Senshis' World, he is reuniting negative human energy for an unknown purpose.

Okay, can we get a bit more pros/cons on Miira's attacks? Right now, Miira is a major powerhouse. Unless intended for an RP with only one or two people, a large scale, a major antagonist, or whatnot; it'd be advisable to give the capabilities drawbacks.

Okay, we discussed this in the evil, carnivorous CB, but here is a basic to-do list:

Expand on the attack section. What it looks like, what it does, what the weaknesses are. How can an opponent either escape or fragment the source? What situations are they best used in?

Double-check formatting. Copy from your Word Processor into Notepad, as it removes internalized formatting, and then onto GC. Apply bold/italic coding where it is needed. (This isn't a must, but it would make re-assessment easier on the eyes, as well as easier on future readers.)

There are still random capitalization here and there. Check in your Appearance section for more, and I'd recommend another sweep for that.

I can't promise a review tomorrow, as I try to do my homework (all of it) the night it's assigned, but I'll try for Friday. Good luck. ^^
