I'm probably the worst mode ever D: but, after my third try (recording and editing the video, which i've NEVER DONE IN MY LIFE) i managed to finish this \o/.
So, the video quality is not that good, since i did the dumbest thing and changed my screen resolution thinking "the would the steps better"...so, if you don't get something post it here and I'll explain it to you.
Another thing is, from now on, all video tutorials i record, will be exclusively to the guilds, this means, that only people with the link can see the tutorial, this way I'll make more people to join the guilds /evil laugh/
And lastly, the video is a bit fast, since, like i said above, I've never done a video, so i recommend you to watch the video without stopping it, so you can see the process, and then watch it a second time pausing to read all the notes i got for you.

So, I have a question about gifs.
I understand how to make a really simple gif from scratch, where you just create a new layer for each frame like this:
But for gifs like this: (this is a signature that NQS made)
Do you literally have to like make a new layer, copy and paste an image of the clouds, make a new layer, move it over a few pixels, make a new layer, move it over a few pixels, and so on and so forth? That just seems like such a long process, I feel like there's some short cut or some feature where you can just post the cloud image and tell it to move to the left at x speed, you know what I mean?

Well, bad news, as far as i know, you're gonna have to create a new layer for every "movement" of the clouds. i think there's no shortcut for this :/

brandy - You can do the process of moving the picture, but sometimes you can find gif 'bases' where the clouds are already moving, something like this:
but if you are using a picture as a base, yes, you will have to make different layers moving said picture to make the animation.

Dang... that takes forever! I mean the clouds thing was just an example but I think that answered my question!

How did you get it to go so fast? When I save, the lowest possible frame delay is 0. I tried to save that same cloud gif and it goes way slower :p

I don't know why is slower with you, I didn't make that gif, I just found it on google as a quick example but it shouldn't be slower if you put it at no delay

I don't know why, but when you open a new animated gif on photoshop, the time delay turns 0 and the loop in once it doesn't make sense to me, but you just have to change the settings again ^^

Oh hey, I figured out how to make a gif faster!
So I have the same problem when I was making a gif earlier. I set the time to "no delay" and it was slower than a snail! But then I set the time to 0.02 and that snail turned into Turbo!
No delay VS .02
VS
THE MOAR YOU KNOW!

Sorry about the somewhat late post, but may I add some additional tutorials for those that don't have Windows, Photoshop, or cannot use the software?
Making GIFs with FFMPEG:
FFMPEG (https://ffmpeg.org/) is an extremely helpful tool which also has the ability to convert video files and segments of video files into animations. It may not be as pretty as getting the frames manually, but it is a decent tool for making simple GIFs. After installing it, open a terminal; to convert a video file to a GIF animation the command
can be run to make a GIF, substituting $inputfile for the file to be converted, $starttime for the video start time, $length for the length of the segment, $gifloopsetting for the animation looping behavior, and $outputfile for the output file's location. The -n is to keep it from overwriting any existing file accidentally, and isn't needed if you don't care about that. -sseof $starttime can be used if you want to count the starting timestamp from end of the file instead of the beginning. The GIF resulting from the encoding may seem a little bit grainy compared to the video, though that might just be because of the GIF format. (see https://ffmpeg.org/ffmpeg-all.html#gif-1 for more options) So for example
will create a file named animation.gif in the current directory that is encoded from 00:06 plus 16 seconds of the video file 125.mkv in the current directory. The output file specified should have the .gif extension appended to it so that ffmpeg knows to use the GIF encoder (unless otherwise specified).
The GIFs generated by ffmpeg are optimized so to edit them with an editor it would help to unoptimize the image first. On GIMP, using Filters->Animation->Unoptimize will create a new unoptimized animation out of the current animation. After editing, the image can be optimized again with Filters->Animation->Optimize* (whichever one of the options you feel like using). This is pretty helpful if you want to make the image smaller for uploading. It isn't as streamlined or fancy as the editing with Photoshop from the video, but making little Sailor Moon animations from video files is pretty easy!
