Age and Date of Birth: His age is unknown as the existence of Atlantis was never calculated. He looks like a young adult. Atlantis is rumored to have appeared around the same time as the Silver Millenium or the Golden Kingdom. No one knows which of the two it is.

Appearance: Blue, any shade of it, was considered, in Atlantis, to be the color of royalty. It reminded of the sea and ocean - water being the natural defense of their city on an island and so Atlenna and Arthur could aways be seen wearing entirely blue outfits with gold accessories.
Atlenna chose a paler shade of blue, mixing it with more teal or white elements while Arthur preferred the darker shades, closest to black, but still blue enough to count. Both royals' skin is inhumanely white, the pink pigment usually seen in humans nowhere in sight against the atlanteans skin.
The Queen stands tall at almost 5'12'', with hair that follow the same logic, being incredibly long. When she is not transformed, she finds all sorts of ways to keep them as high as possible as to not step on it, but also for her hair never to be in her way. She uses buns, potails, braids (she usually have a ring of braided hair under her biggest braid. All of them are tied tightly by blue ribbons.
She has pale blue, thin almond eyes, seemingly smooth skin and she wears (as all female Atlantis queen) the face markings that say to everyone she is indeed the quee of her people. She seems strict, but there's almost a softer gleam in her eyes and her features aren't stretched, frowned or wrinkled by negative emotions. She also has a refined built that also shows an acceptable amount of physical activities (swimming mostly).
Arthur is 6'5'' with short dark blond hair, black eyes, a short but very present beard and facial hair, a swimmer built and more often than not, his features are rather cold, not quite inexpressive but not too far of it either. He has large eyebrows and narrowed eyes that shine with affection only in the company of his wife and child.

Personality: Arthur hates people.
Which might explain why some were surprised at first when it was the youngest prince who took the crown. His parents deemed him worthier than his brother and despite his preference for being alone, Arthur accepted the honor of carrying his father and mother's burden. He chose his wife at the age of 30 and never regretted it (though he would not have divorced her even if he did for it wasn't respected among his people for a King - or queen - to leave their current partner).
But, even after thousands of years, he still hates people. So much. He finds most of them boring, aggravating, invading, loud, he simply can't deal with them. If he could stay in his own quarters (bedroom, personal living room, personal kitchen, etc) and simply live like he would have being the youngest prince, he wouldn't say no. He would gladly abandon the crown to be with his wife and daughter, far from the rest of the world (which changed after the destruction of his kingdom. despite the idea still existing in the back of his mind, he knows his people needs him more than ever and so would not abandon them ever - his brother being dead anyway).
He adores his little girl, however. He wants the best for her (part of why Neo Atlantis exists) and he wants to protect her, but sometimes he can be overbearing. He knows when to give her space, but he doesn't always know that she's not a little girl anymore. He gives her the respect he would any woman, but he's not exactly comfortable to any man lurking around her, his daughter being interested or not doesn't matter. Atlenna was always more strict with their daughter than he ever was.
He's affectionate with his wife, loving to have her surprised by small gestures of affection. She's very serious and he likes some romanticism, so surprising her is something he is rather fond of.Friendship is rare but real when it comes to him.
He is a good King, not exactly showing his care for his people, but he does do anything he can to protect them, bearing an intense anger for anyone hurting them.
He holds grudges and he holds them intensely. His wife and daughter are probably the only ones who can calm him when his anger surfaces. He hates strongly and he's not interested in excuses. That might leads him to react impulsively and not always in good taste. If he can had his way in a politic discussion, some topic can make him tense and rapidly annoyed (which he never tries to hide).
He is a great tactician and a good architect. If he's not patient with people, he is with everything else that can't back talk to him. He can spend hours in front of a sculpture without being annoyed (even if he prefers when he can successfully create, but he doesn't need the success to be fast).He has a good sense of humour, but his amusement will show more in his eyes than on his features or mouth.- Atlenna Personality:
Atlenna was seen among her people as a warrior queen, ruthless and unswayed in combat despite the fact that both Arthur and her had long decided that when they ruled, Atlantis would become peaceful. She had mercy, but in a way that wouldn't let foes step on her, on her family. She had mercy for people she believed deserved it, or who could be redeemed.
She ruled efficiently, with a heart of gold but no naive thoughts. She was proud and loved her people, loved having company, and she flourished to have friends, acquaintances and other workers of her kingdom. She was close to the Altanteans and though she never quite could feel the same about the wanderers that got lost on their island, she tried to make them feel safe, she tried to make so that they felt like Atlantis could indeed become their own.
She was gentle but not submissive, emotional but strong. She could go into an argument with her husband and win, or lose with dignity and without ill faith. She saw the truth in evolution, adaptation and progress, open-minded to the world around us.
She wasn't a detractor of human beings as much as Arthur was before Atlantis sank, but she felt superior. She saw them as children stuttering in the dark, primitive civilization that bred violence and corruption. She saw then not as a threat, but as weaklings and if she saw a possibility for them to grow into something good, she never said it out loud.
She can speak of the truth without sugarcoating it, sometimes thinking about her interlocutor before speaking but often enough she would simply say whatever she had in mind.
But hidden deep, she was able of resentment to the same extreme as her husband. The destruction of Atlantis left a bitter aftertaste in the back of her throat. Petty anger would often rise at the mention of the Golden or the Moon Kingdom. She hated them and for a long while, she wished they could make more damage than Metallia ever could. In time she grew out of it, but pettiness never quite left her after that.
Any Unique Abilities/Skills: Underwater Enhancement: Arthur looks generally human like once out of the water, but once in it, his aquatic properties appear. Gills, palmed hand, palmed feet (even if he can simply choose to use only his enhanced strength to swim faster without their help) and a membrane protecting his human eyes from the water. It generally happens as soon as any part of his body touch water, but he can choose to cancel this transformation if he so wishes.
Telepathic Communication: Fancy name just to say that Atlenna and Arthur can communicate in their minds. That small voice you hear in the back of your head? Well for Arthur, it's really his wife trying to keep him from doing stupid things. And once upon a time, it was also the opposite when Atlenna could still control Sailor Atlantis. He cannot communicate like this with anyone else.
Marine Animal Communication: He's the King of the sea (she's the Queen of it, you get the point) so generally, all marine animals obey to his wishes. Since he protects them a lot, they usually have no problem coming to his help.
General Water Control: Water is Arthur's element and he can bind it to his control. He can shield himself with it or attack with it.
Any Unique Disabilities:Arthur must from time to time put his limbs, head or anything really, somewhere where there's water. He can't really die from it (unless, like any human, he doesn't have water for a number of days), but he can pass out from it.
History: When the Silver Millenium and the Golden Kingdom existed, there was another Kingdom prospering as an independent place. This Kingdom acquired many names during his existence and beyond, but its people called it Atlantis. Atlantis was more technologically advanced than its far neighbors and preferred to keep to themselves for this very reasons. Though they weren't perfect by any meaning of the term, they considered humans more barbaric than their usually peaceful kind. Any dwellings with them had to be short-termed, strictly diplomatic or as means of defense.
In that era, Atlenna and Arthur were the monarchs of their magnificent country – which was indeed near a body of water, but not yet underwater. It stood proudly on a rather large island, lost in the middle of the ocean and far enough from the reach of outsiders (strangers that got lost and found themselves on the island, for Atlantis' protection, were forbidden to leave and forced to acclimate to the country and its customs).
There was one exception during Atlantis' long existence, one creature that once came down to Earth and found herself in Atlenna's gardens. Her name, they found later, was Titania Le Fay and Atlenna quickly adopted her as a friend, loving her attitude and strength. Despite Arthur's insistence on outsiders being forced to stay when losing themselves into their walls, Atlenna was able to convince him to make an exception and not fight against Titania's freedom. He agreed, but never felt close to Titania as much as his wife did. He did accept her in their midst, however, treating her like one of them every time she would stop by and visit. Titania's friendship made his wife happy and she wasn't that bad of a company.
Atlantis and the Golden Kingdom lived peacefully in the blissful indifference towards one another until the day the human kingdom invaded the moon kingdom. The fight was one hard to ignore for the aquatic people for when Metallia was finally held back and imprisoned by the Queen of the Silver Millenium, something in the changes of the moon and about the power used shook the oceans and disturbed the water.
Atlantis, in the middle of it, sank.
As they were evacuated from the site with their newborn daughter, an earthquake took a part of their castle down, separating Atlenna and their daughter from Arthur. The Queen was able to pass their child into a small overture in the fallen rocks and pillar, but the King refused to leave her behind. They tried digging her out, to no avail, until Atlenna talked her husband out of trying to save her, reminding him of the importance their daughter had, both for the future of Atlantis and Arthur's sanity.
But Arthur refused to leave.
As last resort, Atlenna proposed to go through one of Atlantis' antic ritual they called the “Communion of Souls”. It was a risk for both of them, but if it could save the guards and two out of three, Atlenna would take it. Arthur agreed and they merged together. Before he could assess whether or not his wife's soul lied within him, the ground trembled again and the royal guards pulled him out of the castle.
The island sank and with it, thousands of lives were lost. Arthur and Atlenna (with Arthur's eyes) watched as their Kingdom disappeared in the darkness of the ocean, both of them knowing and feeling from where this tragedy had came. From this day on, there was not a day without them feeling resent towards those who most likely were responsible for it.
Arthur and his people survived in the water, his daughter grew older and centuries later, what was left of the legendary Atlantis tried to rebuild what had been theirs. This time, however, they used what had destroyed their home as new Kingdom, using the sunk ruins as foundations for Neo Atlantis.
Arthur and Atlenna both were able to care for their daughter, the Queen using her senshi powers to awaken and take control of her husband's body, transforming as so to give their child a motherly presence.
However, as time went on and more centuries came to pass, the merging of their souls increased and soon enough Atlenna's presence within him faded. She was still there, he could still hear her voice in his head, but she was no more able to take control of the body. Even when transformed, Arthur noticed he alone could now use the powers coming from her Sailor Crystal. The first time it happened, the Dark Kingdom was trying to take over the world.
The atlanteans blamed the deceased moon dwellers for their presence. And the more enemies came, the less the remaining (30) inhabitants refused to come close to the shores. Arthur forbid them to aid the humans and to leave them to suffer, invaders he thought would give them the pain they deserved.
When Crystal Tokyo emerged, Arthur laughed at the presence of those who pretended to be Earth's rulers and his hatred for them grew. However, in the back of his mind, his wife's voice kept him grounded, reminded him of the innocents that died in the universe and how their powers, though not ultimate, could help. If the King of Atlantis started to travel as to fight against Chaos' attempt at taking over the universe – leaving his daughter the control of their underwater kingdom – he never did it on orders of Earth's monarchy and only when he wanted – or was pushed by Atlenna to act.
Arthur, as years passed and the Earth's throne changed hands, still refused to move on. And in that, kept his daughter from inheriting the legacy that was hers to receive: her mother's powers and ability to change into Sailor Atlantis.
Other Noteworthy Facts: Upon the destruction of their kingdom and seeing only one of them could survive the Fall of Atlantis, the King and Queen of the underwater civilization merged together, Arthur protecting Atlenna's soul in his own body. They now both reside inside and Atlenna could live through her husband when transforming into Sailor Atlantis. Now, however, Atlenna's spirit isn't strong enough to be the one taking control when Arthur switches to Sailor Atlantis and thus Arthur is the one controlling both bodies.

Atlantis Revenge: Atlantis uses the trident to gather electric energy she sends in a beam, a thunderbolt or as many thunderbolts at an enemy. The trident is necessary for this attack to work.
Death Marching: Atlantis raises the spirit of fellow members of her species as an undead army made of water.
The Queen's Touch: Atlantis uses water to tend to her own wounds or someone else's.
Weapons or Magical Items:Atlantis Trident: Both Arthur and Atlenna can use the trident. It answers to their royal blood only. They both summon it when needed.

Atlantis Royal Sword: The King's weapon. Its weight is also lesser than the trident and allows for a quicker style of combat contrarily to the queen's heavier style. Though he can summon it, he usually keeps it at his belt.

His wife's voice in his mind soothed the restlessness of his spirit. It was hard sometimes, not being able to touch, not being able to embrace. Literally having his loved one in his heart, but apart from her all the time. Reaching out with no one to take his hand. He saw her in their child, but it was but a remnant of her memory.
In the back of his mind, he almost wished someone else had died so his wife would still be alive.

His eyes rose to watch the rain falling inside the bubble of weather control that allowed him to micmic what they had before Atlantis became Neo Atlantis.
He knew how Atlenna loved rain.
