What happened the other planets if Mars or them never became Queens? In the 30th century they are protecting Neo Queen Serenity.... Or are they queens but like Sailor moon choose to stay there in order to protect her?

I think that those kingdoms fell after the moon kingdom was destroyed; a bit in the same way that the host planets of Uranus, Neptune and Pluto were effected when Saturn awoke and swung the glave to end it. For all we know, they may have started to rebuild once crystal tokyo developed on earth.
