Appearance: Rei is described as an elegant beauty who even police idolize. She has long black hair with purple highlights and dark eyes.She is said to be 160 cm of 5'3 in height and has a slender figure.

Unlike the other Sailor Senshi's school uniforms, her uniform is very classy and reflects her status of a private school student.She wears a gray blouse with a black sailor collar. A red bow is placed at the collars point, and has the schools letters embroidered on her right pocket. The skirt she wears is black, her outfit being completed with black Mary Janes and white knee-high socks.
Another outfit she is often seen wearing is her Miko robes, which consists of a white long sleeved top and a long red pleated skirt.

Personality: Rei's personality differentiate's between versions. In the manga, she is a stoic and reserved individual who hates men.Her dream is to be the Head Priestess of Hikawa Shrine. In the anime, however, Rei is a boy crazy priestess with ambitions to become a singer, idol and on a rare occasion, a high class business woman. Her relationship with Usagi is also different, with the two often arguing. At one point in the first season, Rei even declared Usagi as unfit to be leader.
