In the anime, Chibi Chibi was Galaxia's star seed or the "light of hope". When Galaxia took in Chaos and it began corrupting her, she sent off her star seed in order to find someone who would accept her and protect her.
In the manga, Chibi Chibi was a disguised form of Sailor Cosmos.

| Oh you should read the manga for sure! It gives you so much more information about Chibi Chibi plus you get to actually see Sailor Cosmos! I was really let down when the anime only shown a brief glimpse of her. Sailor Cosmos's outfit is absolutely gorgeous! |
