This sounds like something from dumpling headcanon. Lool.

In the original picture that whoever used for this, all of the senshis' hair are colored that way.

Wow, I laughed so hard when I saw this, but you know, it does make sense. Chlorine does make your hair turn a greenish color for light haired kids... But then again, I feel THAT much chlorine in Michiru's hair could potentially kill her

This is a genius theory. I cant believe I never thought of this before, even though this happens in my family all the time during the summer! We've found that it happens more often to unnatural blondes though.

In the original picture here, everyone has brown-tinted hair. Naoko seems to have a tendency to take a lot of free liberties with coloring in her artworks. Which is something I rather like because then it looks like the girls are actually posing for the artwork and that make-up artists have toyed around with their looks and such. In this picture as well, the girls all have the same color scheme of brown-tinted hair.

But no, I believe Michiru's hair is naturally that sea green color.

I would appreciate if she would stop this. Many of the girls are impossible for me to tell who they are when they are all blonde or brunettes and posing and crap. Then I'm like "Who the hell are these bitches?"

XD I remember when I first got into the manga I was very confused by this as well because I was not used to their individual physical characteristics. lol. You'll catch on, Fireballs.

The second image (vertical one), Chibiusa has two buns on her left (our right) side...wonder if that's intentional or just a really goofy error. P:

You know, that is a really interesting catch, because in Parallel Sailor Moon (2004), Usagi's second daughter has that same hairstyle (although the double odango is even on both sides). That has got to be a mistake, although I can't imagine how no one caught on to that. O.o I don't quite understand why there are two on one side and one on the other.

It's possible that it's an error that wasn't caught--I have caught a LOT of errors in the Sailor Moon (and related) manga...though that adds character to it. x:

(Even errors as simple as placement of a limb not being right etc)

The second daughter was so cute, I loved that story!

Eye color is kind of a give-away in a lot of them. Particularly if they don't have the usual hairstyle!

Ugh I was going to comment on how its an art style and how there were probably reason she picked the color themes and stuff, but i am way to tired and am just going to look at the pretty pictures.

That's a very interesting catch. I could understand if it was an artistic mistake, but why would she add an extra bow to that odango? I mean, all the Senshi in that particular picture are showing off their own personal styles and personalities (which made it one of my all time favorite group shots a few years back), so maybe it was done on purpose. But still...

Regarding Chibiusa with her Kousagi-esque hairstyle, I don't think it was really an error or anything. Naoko seemed to be taking liberties with the hairstyles in that picture... I mean, just look at Minako! When I first saw this picture, it took me a while to figure out it was her. X_x

The average swimming pool has a concentration of just some few Chlorine/ppm (Parts Per Million), that is because of the fact that just 1000ppm is required to kill you, and just some hundred will make you feel very bad.
(Some people react to the chlorine in swimmins pools, and it is often just a little bit over 3.5ppm. 3.5ppm is the smallest concentration chlorine that needs to be if humans should be able to smell it).

The fact that Chlorine can colour you hair blue/greenish is a very old tale that is possible, but not very likely. Instead, it is often caused by cupper salts that forms when old cupper pipes corrodes.

Artists change the color scheme of their character's hair colors all the time to fit the scheme of the drawing. I've only seen her blonde-ish once, and it's in that illustration presented. The rest of the time, her hair is, well, seafoam green. 
Chlorine would change the color of your hair a bit, sure. But not this much! Somebody looked a bit too hard into this one.
