Appearance: Rei is described as a traditional beauty and an elegant girl in the manga. Both Usagi and Ami noticed her striking beauty immediately when they first met her. She has long jet black hair and dark purple eyes, an average height and a slender body. She is most often seen wearing the traditional red and white miko outfit or her school uniform which is different than all the other girls. Her uniform has a dark grey sailor collar with a red stripe. The shirt is light grey with a red bow in front and a short skirt in a darker shade of grey. Rei's style is elegant and she often dresses in various shades of red and black.

Personality: Rei has two different personalities in the manga and in the anime. In the manga, Rei is serious, sometimes cold, and practical. She distrusts men and disapproves of her friends chasing boys. In the anime, however, she herself is quite boy-crazy much like Minako and Usagi. She is passionate, fiery, and ambitious, one of those people with a 'loud' personality. She has a lot of dreams for the future; becoming a singer, model, voice actress, racer, stewardess, and even astronaut. Ultimately she sees herself getting married and becoming a wife.

Rei has a lot of interest in pop culture and has musical talents of her own such as singing, playing the piano and guitar, and even composing her own songs. She also has martial arts skills and is quite a talented skier. Rei is someone who is never shy about voicing her disapprovals especially in the early days with Usagi and tend to have a sharp tongue. Sometimes she has no patience to deal with her friends' weaknesses and can be seen yelling at Usagi often.  They have a very rough relationship in the beginning due to this, peppered with constant fights and name calling, but Rei eventually becomes the one closest to Usagi and Usagi becomes the person she holds most dear.

In the anime, Rei is also more of the leader of the senshi than Minako. She was the one entrusted by the Moon Stick when Usagi went off to face the Dark Kingdom and pretended the senshi had a falling out, and she was the last one standing in the final battle against Queen Beryl/Metalia, killing two youmas at once in order to make sure Usagi could make it to the end. Rei is determined and nobody could stop her from achieving her goals. Sometimes she can be quite vain as well, thinking of herself as the coolest and most beautiful girl she knows. She is definitely a dominant person and will not hesitate to fight, making her a brave, capable, and dangerous soldier. She's the first among the senshi to kill a youma on her own.

Another important aspect of Rei is how attuned she is to the spiritual world. She was born with psychic powers, which sometimes has a tendency to make her be viewed as odd by others. She can sense incoming evil to some degree, occasionally receives prophetic dreams, and has the ability to perform fire readings. In the manga, her dream is to become the head priestess at Hikawa Shrine, and spirituality plays a bigger part in her life. She enjoys meditation and fortune-telling and she is more interested in ancient traditions while not particularly inclined to learn about modern society. She often carries an ofuda and is the only one among the senshi who could use a supernatural power to bring down a youma with it even in civilian form.

In general Rei is someone who doesn't like to ask for help or rely on anyone else. In the manga and live action in particular, she has difficulty in trusting people and working together as a team, preferring to try and take care of things in her own. This was also reflected in the anime when she received the premonition about silence in the S arc and did not tell anyone for quite a long time while she tries to figure it out on her own.

Overall, Rei's character has a lot of traditional Japanese influences, and this includes her powers/attacks.

Any Unique Abilities/Skills: As has been mentioned, Rei has the unique talent of innate psychic abilities. She can sense evil's presence and predict things, receive glimpses of the future, though she can't summon them at will and sometimes require further 'decoding' to understand. She can use the ofuda to reveal the true colors of a monster in disguise or temporarily knock them out/disable their movements, as well as reverse spells such as turning her hand back to normal from stone form in the anime and find the right way to an exit such as in Nehellenia's labyrinth world.

Her musical talents in the anime are also to be noted, as she pretty much put her own concert together in a school festival, from writing her song, composing the music, setting up the stage, and singing the performance. She also has archery skills, which eventually manifest in one of her strongest attacks, Mars Flame Sniper.
 
History: During the Silver Millennium, Rei was known as Princess Mars. She was one of the guardians protecting Princess Serenity. Her castle was called the Phobos Deimos Castle. She was depicted as wearing a red gown while not in her fuku. After the fall of the Moon Kingdom, Mars was reborn as Rei Hino. Rei's mother died when she was very young, and her father is a famous politician who doesn't care much for her, seeing his job as being more important. As a result, Rei grows up with her grandfather in the Hikawa Shrine (he is the head priest) and works there as well as a shrine maiden.

She first appeared in the main story when Usagi was investigating the disappearances of people around Hikawa Shrine. Rei mistakenly thought she was the source of evil responsible for the disappearances and struck her with an ofuda, and that was how the two of them first met each other. After Rei got dragged into the mess and ended up in the alternate dimension where Jadeite took all the girls, Luna figured out that she was Sailor Mars and gave her the transformation pen, awakening her as a senshi.

In the anime, Rei briefly date Mamoru before his and Usagi's memories return, though only for a short period in which he did not seem to be very interested in her. Later on, Rei would develop a soft spot for Yuichiro, her grandfather's pupil, and mentioned that she wished she had kissed him before the final battle with Metalia.

Storyline Specific Information:
Metamorphosis: In this storyline, Rei appears as her thirtieth-century self. She will be much older though her appearance will appear largely the same thanks to the Silver Crystal and its ability to preserve youth. She has grown up a lot in the ten centuries; less temperamental and more like her 'cooler' manga self, more focused and not at all into boys anymore. She will still chide Usagi if she's making bad decisions, but Usagi is her queen now and she also deeply respects that while maintaining their close confidante status. Rei has become a true soldier and spends a lot of her time using her abilities of precognition to make sure nothing is threatening Crystal Tokyo or patrolling the perimeters to keep out trouble.

Love and Spite: Love and Spite is a 21st century alternate universe of the Silver Millennium that takes place in The Verona Institute, an American high school. Rei is an ordinary human in this universe. The Senshi team are all from the Silver Academy, and to mirror their Princess status in the Silver Millennium, they all come from very affluent families who are intertwined in one way or another, but still retain some of the 20th century aspects of their lives. Serenity's mother owns a company, Lunar Technologies, which leads in state of the art computer AI. Rei's father is the Vice President of Finance there, and spends much of his time away from home. Rei's mother died when she was young. The girls met through the work's day care center and become quite close.

Lunar Technologies footed the bill for The Verona Institute, as Silver Academy was getting older and they wanted the best, most state-of-the-art facilities for their daughters. For a tax break, they classified the school a "private", but allowed the entire student body of the public Rosethorn School to attend tuition-free, hearing that the Rosethorn School badly needed to close for repairs on the 20 year old building. Rei was the Vice President of the Student Council before everything went down and she is determined to keep her position along with Serenity's.

Senshi Fuku: Sailor Mars' main color is red. Her collar, choker, skirt, brooch, back bow and shoes are red, while her front bow is purple. Her tiara has a red gem. She wears high heels which are also sort of her trademark. Her earrings are star shaped.

After being upgraded to Super Sailor Mars, her choker gains a yellow star, her brooch becomes heart-shaped, the bottom of her shoulder pad becomes transparent, and her back bow becomes longer and bigger.

Her last upgrade as Eternal Sailor Mars gives her a V-shaped choker, her brooch becomes star-shaped, and so does her tiara. Her skirt becomes two layered, the lower part is pink. Her shoulder pads become round pink puffs with red stripes below them. Her gloves are now longer, reaching past her elbows. She has two ribbons - red and pink - as belts around her waist which meet in the middle and clasped with a yellow star. She now wears white knee length boots with a yellow star on the red V-shaped stripe at the top. She retains her red star shaped earrings.

Powers:
- Akuryou Taisan: This power is accessible in both senshi and civilian form. Using her ofuda and her psychic ability, she can dispel evil spirits by chanting the prayer and using this move (which means 'evil spirits, disperse').
- Fire Soul: By joining her forefingers she can summon flames which then shoot towards the enemy.
- Fire Soul Bird: A more powerful version of Fire Soul. She enchants an ofuda and engulf it in Fire Soul; the combination then becomes a phoenix (fiery bird) that can strike the enemy.
- Burning Mandala: She can summon a ring of fire and expel them toward an emeny, each of them showing the eight Buddhist symbols that represent the eight corners of the world: North, Northeast, East, Southeast, South, Southwest, West, and Northwest.
- Mars Snake Fire: She can create a serpent out of flames to attack the enemy.
- Mars Flame Sniper: She can summon a bow and arrow made of fire and shoot the arrow at the enemy.

Weapons or Magical Items:
- Transformation pen: Used to transform into Sailor Mars. After she threw it away at the end of the first arc to give up all its power to reach Sailor Moon that had been swallowed up by Metalia, she was given a new transformation item.
- Star Power Stick: the next transformation item given by Luna in the Black Moon arc.
- Crystal Change Rod: the transformation item used in the SuperS arc of the anime given by Pegasus, allowing her to transform into Super Sailor Mars.
- Mars Crystal: the transformation item in the manga to transform into Super Sailor Mars, which was given to her by Phobos and Deimos.
- Mars Arrow: The item she needs to perform Mars Flame Sniper in the manga.
- Ofuda: A paper containing the words 'Evil Spirits Disperse' which Rei can use these both in senshi and civilian form to disable an enemy by performing Akuryo Taisan.

Guardian: Phobos and Deimos are Rei's guardian crows who live in the Hikawa shrine. Their names represent the two moons of Mars. In the anime we are only shown that they can sense evil and will attack anyone who threatens Rei, but in the manga they could assume human forms and help Rei a lot more. They gave her the Mars Crystal to turn her into Super Sailor Mars. They were from the planet Coronis, where Sailor Lead Crow was and where they all trained together before Phobos and Deimos were chosen to be Mars' companions. Phobos is depicted in purple clothing while Deimos in red, but otherwise they are identical.
 
RP Sample: Rei sometimes stood in front of the Crystal Palace and found that she had no idea how they’d gotten here. And that was after Chibiusa visited them and told them this was where they would end up. But being told about something and experiencing it yourself were two very different things, and long ago Rei remembered laughing at the notion that Usagi would one day rule the world and become the queen of Crystal Tokyo. A queen? That little crybaby, irresponsible, lazy brat? Yeah… it was a bit hard to see it coming.

But over the years, she had grown up with Usagi and realized that amazingly enough, she could see it happening. She saw it happen in front of her own eyes as time passed. Miraculously, with every battle they fought, it matured Usagi a little bit more, and now here they were. The world had been reawakened and now Crystal Tokyo stood before her; peaceful and prosperous. And Usagi sat on its throne just as predicted.

Everything was wonderful, except for one thing. Lately she had been restless, her nights plagued by dreams of destruction. Rei had tried hard to find out the source, to identify the person responsible for what could be the downfall of their new world. But even with her talents more polished than they had been centuries ago, she still couldn’t pinpoint the exact person responsible for it. Someone was hiding behind a group of people; the true puppet master who would bring them doom. And she knew she needed to find out who it was quickly, before it was too late to save everyone.
