Okay, so pretty much any Villain that can control their own hair as weapon, Neptune gets pretty screwed by them. In the Infinity Arc, Kaorinite grabs her with her hair and throws her down a damn waterfall. Later in the Arc, she gets tied up to a statue with Mistress 9's hair. Then in the first Arc in Stars, Queen Nehelenia grabs her by the ankles with her hair and uses her as a shield against Sailor Mars.

Let's discuss how unusual this is.

I always felt sorry for any of the Senshi being strangled. I mean, look at poor Usagi. Almost every season someone wants to wrap their hands around her neck!

Obviously they were just jealous of Michiru beautiful hair and wanted to beat her with irony, except for Queen Nehelenia who was actually doing it so the whole world could enjoy her hair because she's so giving and gracious.

Weird becuzzz Setsuna, Rei, Minako and Usagi all have much longer hair than her :p

Maybe those villains are jealous of Michiru's shiny soft waves and are choosing to use their own weaponized hair against her out of spite? XD

She never sees it coming either. I don't blame her because I would never imagine my enemy coming at me with hair.

Irony. They are trying to beat Neptune with irony. If you make a poll you'll see Michiru and he aqua wavy hair will get tons of votes, probably top 3!  That hair of her is just wow! Wow to the cube! The girl is perfect: she is rich, beautiful, elegant and talented! She is a world famous violinist with the age of 16 (anime made her older, but in manga she is just few months older that Usagi and cia, but becuase of japanese calendar and her birth day, she and Haruka are an year ahead) and in anime is also famous artist (I don't why do they need to make her also be ansome painter, wasn't she perfect enough?).
When she fights she is the epitome of elegance, she battle suit of mini skirt, lipstick gloss, that stylish heels (if you make another poll her senshi shoes will be one of the most voted), a tiara at the wavy her and fight with a mirror! She hardly is beaten and make dramatic entrances! Now, who wouldn't want to strangle her with hair? Pure jealous!  
In Nehelenia's case...Oh well, she is gorgeous, so she tried to beat Michiru with hair, to destroy any concorrency in awsome wavy hairs. lol
