Princess Snow Kaguya

Princess Snow Kaguya is the main villain in the Sailor Moon S movie. She tried to cover the whole world in ice, but that pesky Silver Crystal melted the ice and saved the earth. She lost a piece of comet and can't proceed without it, so she sends her army of Snow Dancers to earth to find the missing piece. It turns out that an astronomer names Kakeru Oozora has the shard and is keeping it in his observatory.

She also appears in a short story manga called Kaguya-hime no Koibito, that is a volume separate from the rest of the manga.

Princess Snow Kaguya is a powerful alien entity that travels by comet from planet to planet,
freezing them and making them part of her "collection". Princess Snow
Kaguya's name comes from the Japanese legend, The Tale of the Bamboo Cutter.
Princess Snow Kaguya is not her real name. When she appears in Kakeru's
observatory, she reminds him of Princess Kaguya. He mentions the story
to her, and she says that she likes it and takes it for her own. She is
afterwards referred to as Princess Snow Kaguya. Whether or not she had a
name before that, and if so, what it was is never revealed.

Sailor Moon uses her Holy Grail to gain more power and tries to
eliminate Princess Snow Kaguya with Rainbow Moon Heart Ache, but failed
to Princess Snow Kaguya's stronger attack. Her appearance is a female
body entirely made of ice with her dress covering only the downer part
of her body so this completely reveals her breasts and she has a
white-like veil covering her faceless head with no hair.

Personal Opinion:
Princess Snow Kaguya is one of my favorite villains in the whole Sailor Moon series. She's beautiful, powerful and just... awesome. Sure, she gets defeated in the end, but she and her army of Snow Dancers sure put up an awesome fight.

A lot of the Princess Snow Kaguya cosplays can be questionable in their accuracy and quality, since most people aren't brave enough to show as much skin as she does. But there is one cosplayer who did a perfect job. Also put under a spoiler tag since its NSFW.
