Is the reason that Sailor Saturn does not get an official henshin stick, because she essentially awakens with her abilities intact? That is to say, she awakens with the powers of a Super/Eternal senshi.
With the exception of Sailor Pluto, it would appear that Sailor Saturn is the one senshi who awakens with her abilities and memories intact.

If Crystal adapts the Infinity arc, I hope we'll finally see a transformation scene for Hotaru.

I guess this is a general question about the state Sailor Saturn awoke in.
Did she awaken with all her abilities intact? That is to say, Silver Millenium Saturn?

Well she did have a short transformation in one of the videogames-I think the dreamcast but I'm not sure.

I just checked Youtube for it. It seems that it is from a game for the Sega Saturn (oh, the irony!)
Personally, I always considered the S-Hotaru to be the Silver Millenium Saturn, as she acts pretty cold and serious for a girl of her age, while Saturn in the following seasons is present-day Hotaru, as she is more like a child and seems a bit more light-hearted even in battle. As for the missing transformation, I just guess that's because Hotaru never had that much spotlight alone where she would actually need to transform. She mostly appears tagging along with the rest of the others joins the battle when she already is transformed, so a sequence just wasn't necessary, I suppose.

Are the Silver Millennium forms stronger than their current incarnations?
Is it possible then that the Saturn who awakened in the Infinity Arc wasn't Hotaru proper, but rather Guardian Saturn who manifested herself in an astral form as she did in the Dreams Arc? Would that make Guardian Saturn the first Senshi to appear at full capacity?

Given how it follows the manga it makes sense to keep it consistent with the image conveyed therein. We only get a henshin for Saturn during the Dreams and Stars arcs of the manga.
I'm just curious as to whether the Sailor Saturn of the Infinity arc is an astral projection of Guardian Cosmos, and not Hotaru proper. If so, that would mean that she's the first senshi-with the exception of Pluto-to awaken with all of her powers intact. That said, I'm confused about Pluto's death during the Silver Millennium. Did she actually die as was revealed in the Infinity Arc, and if so, how does that work out in relation to her role during the Black Moon Arc? Likewise, why is Pluto depicted in a non-Eternal fuku in Crystal?

Hotaru's body had been destroyed as a result of being overtaken by Mistress 9's true form.
Hotaru put up enough of a concerted resistance against her, which is what allowed Saturn to awaken within her. However as I recall, Sailor Saturn does not identify as Hotaru upon awakening, but rather she preserves the memories of Hotaru which is what made her all the more compassionate.
The Stars Arc doesn't seem to resolve the matter at all, because it demonstrates a bit of dualism within the Senshiverse. The Starlights don't seem to care much for the body, whereas Usagi contests that and demonstrates that the body and soul are one.
I'm Catholic so I have a different understanding of the place of the body and soul, but I know that the mythos of Sailor Moon is distinct. Still, the tension is present within the Stars Arc.
It appears that Usagi breaks the curse of that cycle.
