Okay, this game is pretty simple. First, I post a scenario, and you post a Tuxedo-Kamen-Speech-Response to that scenario. Then you post another scenario, and let someone else give it a go.

Example wrote:

My Scenario for You:  Your homework has been eaten by your dog!

Your Response: "Heartless Hellhound! Homework is a student's demonstration of knowledge gained, not some midnight snack for untrained dogs! Prepare for retribution! Now, Sailor Moon!"

Your Issued Scenario: Your mom gives your stinky cousin your room for the duration of his stay!

At which point, another champion for the champions of justice will step in and offer their own speech.  Nearing the end of Mamoru's birthday celebration, we will vote on our favorite Speech and the winner will receive a nifty little bumper praising their powers of sonorous soliloquy to the forums at large!

First Scenario:

You mom gives your stinky cousin your room for the duration of his stay!
Because I can implement my own examples, that's why.

If you need inspiration, might I suggest Tuxedo Kamen-isms or googling Tuxedo Kamen Speeches?

 Participants (Anyone who offers up a speech!) Can use the following bumper!

Tuxedo ZodiacRain's response: "A young woman's bedroom is her sanctuary from the outside world! To force a woman to sacrifice her sanctuary is simply unacceptable! I will not allow this!"

Second Scenario: Your local grocery market will no longer be stocking your favorite chips.

Tuxedo SenshiRei: "It is a crime to prevent both young and old alike from the delicious taste and energizing fuel provided by pre-flavoured potato chips! I cannot allow you to continue this travesty toward your customers, the ever loyal consumers in your supermarket empire!" 

Third scenario: The movie you are wanting to see is sold out. 

TuxedoNaoUranus Says: I will not stand for the injustice of a sold out movie in the name of all things good I will see this movie!

fourth scenario: your favorite TV show is being taken off the air and your never going to see that big plot wrap up because they will not be showing the season finale.

TuxedoAkikoUranus Says: The injustice of leaving viewers hanging before the big plot warp up will not be tolerated. I will stop you from NOT showing the season finale.

Fifth Scenario: You finally got your hands on your favorite food you've been wanting for months only to be bumped by someone and it falls to the ground.

TuxedoHiddenHeartsVenus Says: I can't stand for the injustice of a world without the knowledge of whether my OTP has gotten together or not. That is an unforgivable sin. For fangirls everywhere, I shall be the avenging angel of OTPs.

Fifth scenario: You were saving that last cupcake as a reward for finishing the big scene in your story, but when you go to eat it, you discovered someone (little brother) has already ate it.

" how dare you deprive hardworking people of their planned rewards for the sake of your own appetite! This injustice cannot go unpunished! Sailor moon! Nooooow!"

Sixth scenario: you just got home from work, you spent all day thinking about the delicious leftovers you had saved in the fridge from last nights dinner. Only to find that your wife and daughter ate it for lunch and you're stuck eating a pb&j for dinner.

Seventh Scenario: Someone beat your high score.

"The blood, sweat and tears of preparation for this test cannot be forsaken by an unforgivable result! We must maintain pride in the results we achieve, lest our hope and determination be quashed!"

Eighth Scenario: Someone is running late to meet with you.

Eleventh scenario: someone is in the checkout lane in front of you and is using ten thousand coupons and asking for price checks every other item, after thirty minutes of this, you lose your cool...

"How dare you taint the sanctity and consistent flow of a supermarket, beloved food haven of all? I cannot allow you to waste this fair maiden's time any longer with your complete contempt for the pre-set prices of products!"

Twelfth Scenario: You're with someone in a restaurant and they get food caught in their teeth.

Tuxedo Mercury!

How dare you! The rose of my eyes wilts at your lack of self-respect. You are disrespecting the food and your beauty. Somewhere out there, your maiden cries, cursing her destiny to marry you!

Scenario 13: 

You are falsely accused of setting your neighbor's house on fire and killing someone.

"Those with the flame of guilt and betrayal cast their wicked ways upon the innocent. The true flame of justice shall shine brightly upon you to end your conquest of shame and punishment!"

Scenario 14: The cookie from the cookie jar is missing.
