What're you referring to? If you could detail your posed question a bit more maybe we could help. Were there specific questions that you're talking about?

 In short, yes. Well, kinda yes, anyway. During the later arcs, Naoko had strict deadlines she had to meet and was pretty much forced to do the Dream arc and Stars (which opens the biggest bag, imo), so she opened cans and never closed them, so to speak. She's never officially answered many of the questions she raised - Where was Queen Serenity from, initially? Did Princess Serenity have a father or did Queen Serenity do something at the Cauldron to get a daughter? Who is Sailor Cosmos? If Sailor Crystals are only given out by planets who harbor life to one such lifeform to protect the other lifeforms, how did the we get senshi from planets in our system that do not support life? Why are there inconsistencies between the Silver Millennium in the Sailor V manga and the Silver Millennium in Sailor Moon manga? - among many others, but she never really developed them or hosted the most amazing Q&A session ever, so fans often take those mysteries and try to piece them together with their own theories and headcanons based on what has been concretely established in the manga canon.

Naoko has answered a few of the more basic questions - Sailor Earth being Mamoru, Sailor Uranus being physically female, etc. - but the rest are just left hanging.

If you do have specifics you'd like to ask about, or headcanons or theories you'd like to hear, you can post a specific one with [Theory] as the title tag and open it up to people talking about their own theories on the topic, or you can open a [Debate] if you had an idea and wanted to hear opposing ideas (or even if you don't have an idea but want to hear opposing ideas anyway XD).

I agree with @SailorUranus, apparently, Naoko was very much rushed during the writing process and wasn't able to develop or portray events in the manner or pace she wanted to for the most part, especially in Stars that has a dreamlike feel, meaning it doesn't seem consistent many times. I think she could've written the manga a bit better even while being rushed and not create this many inconsistencies, though. Anyways, you can present a few theories or something, though with this many consistencies in the manga, I fear it will be difficult to come up with a very good theory.

With the short amount of time available to write it and develop it, I guess they thought that making things open for interpretation was for the best.

There's sooo many questions we'll likely NEVER get answered.
As said before, Naoko was pretty much roped into Dream and Stars. 



I'd love Naoko to follow what CLAMP did for CCS and release new material. Even if we get 2 new volumes that can help explain at least some of the unanswered things.

PallasMercury I was talking about what happens to the sailor power guardians and who is sailor cosmos and how old is usage when she and mamoru get married in the end and what happens to usagi's future self neo queen serenity her (neo queen serenity'so time line) when past usagi and mamoru finally have crystal Tokyo built and their own daughter is one the way just unanswered questions like that. It drives me crazy that I don't know but I think I am just going to enjoy the series and not nit pick every mystery in the series to death
