I'm not quite sure how it works, but in Japan, making fancomics or "doujinshi" is very popular and they even have conventions where manga aritsts show off and sell their work, even if its a comic based off of something that exists. Many famous manga artists got their career started by doing doujinshi. So i think its ok.
