Standing at six feet, two hundred and five pounds, Rogers possesses the prototypical “all-American” appearance: light Caucasian skin, short cropped blonde hair combed neatly to the side, light blue eyes, and a well-built athletic frame. Clean shaven with nary a blemish, Rogers face is slightly narrow with a well-defined jawline. Due to his physique, Rogers has muscular limbs, and broad chest and shoulders, but not outrageously so. He has the build of a well-conditioned athlete rather than that of a weightlifter.

Rogers’ choice of casual attire is greatly determined by the age in which he grew up: button-down shirts with an open collar, slacks or trousers, and loafers or boots. Rarely does he choose to wear hats, but Rogers will at times don a leather jacket in more casual settings. Overall, he eschews modern fashion, rarely venturing into clothing which was popular outside of the 1930s and 40s.

Prior to be selected for a top secret wartime experiment which granted him his current physical attributes, Rogers was but a shadow of a typical man. Personality:
Rogers is a product of Depression-era urban America. Bullied as a kid and young adult due to his frail health and meager size, Steve came to appreciate the underdog mentality of standing up for one’s beliefs even in the face of overwhelming opposition. He watched as America rose from the ashes of the Great Depression to meet the challenges of the Axis threat during the Second World War. For Steve, America is at its best when it is both humble and acting as a symbol of hope to the rest of the world. As a result, Rogers is often driven by an overwhelming urge to serve both his nation and other people. He prioritizes individual liberty discovered in common efforts; he is loyal to ideas inasmuch as they are embodied in his fellow citizens and comrades. Thus Rogers is fiercely protective of his allies, friends, and those incapable of defending themselves, readily risking his life to ensure their safety even if he is forced to contradict direct orders from his superiors.

Because he spent a fair portion of his life on the social periphery, Rogers maintains an easygoing yet shy nature which has not diminished since his emergence as Captain America. He is often initially wary around socially confident individuals who seek the spotlight, uncertain if they will boss and manipulate those around them. He is also fairly awkward around women his age, a testament to his limited romantic experience. But Rogers rarely if ever dogmatically stands by preconceived notions once he engages with a stranger. Polite and soft-spoken, Steve often defies the caricature of his superhero identity, preferring to quietly chat rather than search for an opportunity to seize the limelight. If pressed on his beliefs, however, Steve Rogers will not hesitate to state where he stands on a given issue while remaining as respectful as possible toward dissenting opinions.

In combat, Captain Rogers displays remarkable professionalism and leadership. He works well in a group, mustering and coordinating an array of personalities into a cohesive unit. Rogers prefers to have support on hand rather than work alone, but he is not averse to undertaking a task on his own should the need arise. Yet his best plans emerge when he has a strong unit at his side, with comrades who can match his determination and perseverance.

Having awoken in a strange era radically different from his own, Rogers quite frequently feels out of place in the modern hustle and bustle of the 21st century. Given the already unusual set of circumstances that altered his physical nature, and the fact that he has no surviving associates from his own time, Rogers is prone to feeling isolated and lonely. He often overcomes these sensations by dedicating his attention to Avenger-related missions; this is only a temporary reprieve, nonetheless, and Steve still occasionally has trouble finding a true sense of belonging in his new role as a defender of Earth.

Make no mistake, though: Steve Rogers is dedicated to the mission of The Avengers and the ideals instilled into him as a simple kid from Brooklyn. When people are left defenseless in the face of an overwhelming threat, Captain America is the first to the front lines to protect them.

Steven Rogers was born on July 4th, 1917 in Brooklyn, New York to Joseph and Sarah Rogers. His father died in the First World War as an infantryman serving in the US Army; his mother, a nurse in a tuberculosis ward, fell ill after exposure to the disease and died shortly thereafter. With no living relatives to care for him, Rogers was orphaned at a young age. To add to his misfortune, young Steven contracted a litany of childhood sicknesses which adversely affected his growth. These conditions included, but were not limited to, asthma, scarlet fever, sinusitis, a weakened immune system, heart palpitations, and high blood pressure. Steve was therefore often left bedridden, unable to participate in strenuous activities. In spite of his frailties, he desperately desired to be considered an equal among his peers, to dwell among them like anyone else. Unfortunately, Steve became the primary target of bullies and physically imposing individuals who could easily overpower the skinny, sickly boy.

During his youth, Steve befriended James “Bucky” Barnes, a fellow orphan who possessed street smarts and good looks. Bucky took Rogers under his wing, and the two developed a close bond which mimicked a brotherly relationship. In cases where Steve was incapable of defending himself, Bucky rushed to his aid. And since Rogers often stood against thugs based on his strong set of principles, the two were frequently side-by-side in fights wherein Steve would not back down from an opponent. While Rogers might have caused him occasional trouble, Bucky never walked away from their friendship or backed down when defending his weaker buddy. By Bucky’s example, Steve learned to appreciate standing up for the rights of others.

The bombing of Pearl Harbor and the entrance of America into World War II compelled Steve Rogers, studying in his first year of art school, to enlist in the armed services. Due to his vast array of physical ailments, the US Army denied his request to enlist. Undeterred, Steve began to approach multiple recruitment stations by forging the information on his enlistment form in spite of its illegality. Ultimately he was rejected five times in total, never once gaining traction in his attempts. In the meantime, Bucky successfully enlisted in the US Army and was slated to ship out for Europe in early 1943. Bucky admonished Rogers’ stubbornness, but Steve remained steadfast in his efforts to be recruited for the war effort.

It was at the World Exposition of Tomorrow in 1943 where Steve Rogers’ life would drastically be altered. Upon coming across a recruitment station on the expo grounds, Rogers once again sought to enlist, hoping the sixth time would at last yield results. When Bucky tried to dissuade him, concerned for the frail young man’s health and safety, Steve passionately reiterated his desire to serve his country. Bucky and Steve parted ways amicably with Rogers bound and determined to be accepted into the armed services.

While undergoing the basic physical, Rogers was approached by an older man by the name of Dr. Abraham Erskine, a German expatriate serving in the Strategic Scientific Reserve (SSR), a unit formed by the combined efforts of the Allies in order to gain an edge over German scientific research. Erskine had overheard Rogers’ conversation with Bucky and his insistence on service; he thus briefly tested Steve’s ideals, curious to understand why he was so adamant.  Rogers’ response was basic yet gratifying for Erskine: he had no desire to kill anyone; he simply did not like bullies, regardless of their origin. Immediately impressed by the young man’s principled heart and spirit, Erskine exercised his authority to approve of Rogers’ enlistment as part of a top secret military project. Rogers seized upon the opportunity without hesitation. At long last the sickly kid from Brooklyn was going to the frontlines for his country.

Rogers was put through army basic training as part of a vetting process for the unnamed project. His physical deficiencies did not diminish his resolve and spirit as he struggled through rigorous training. Much to the chagrin of Steve’s superiors, Erskine continually favored Rogers to become the prime candidate for his miraculous formula, one which was capable of transforming any human being into the pinnacle of physical perfection. Erskine preferred the scrawny and unimpressive Rogers over stronger recruits, believing the formula would cultivate the best of the Brooklyn native’s nature. Rogers also earned the quiet respect and admiration of Peggy Carter, a female agent working with the SSR. In the same vein as Erskine, Peggy witnessed Steve’s honorable spirit remain unwavering in the midst of stronger and more brash recruits. Rogers began to develop romantic feelings toward Peggy by the end of his training, but he continued to remain self-conscious in her presence. When she did press him on the matter of finding a girl, Steve humbly replied that he simply wanted to find one who would not view him in a patronizing manner.

On the eve prior to the procedure, Dr. Erskine met briefly with Rogers and explained the background of the formula he had created and why he believed Steve was the ideal choice. In his account, Erskine revealed that another man, a Nazi scientist by the name of Johann Schmidt, had injected himself with Erskine’s formula out of a fanatical desire to become a mythical superman. Schmidt’s transformation altered not only his body but his mind as well, undermining his already perilous sanity. Rogers was chosen because, according to Erskine, the formula brought out the inner nature of the person using it. As such, Erskine’s hope was that Rogers would not so much become the “perfect soldier” but remain “a good man” at heart.

Brought back to Brooklyn, Steve was escorted into an underground laboratory in which highly sensitive equipment was housed for the imminent procedure. Much of the advanced electronics were provided by Howard Stark, a wealthy military contractor and brilliant inventor. Combining Stark’s technology and Erskine’s formula potentially made the process feasible. With high-ranking political and military officials observing, Rogers was first injected with the formula before being sealed in metal casing and bombarded with “vita-rays,” exponentially accelerating the growth of muscular tissue. The process was almost aborted when Rogers began to scream in pain; before Erskine could bring it to a premature end, Steve shouted that he wanted to go through the entirety of the procedure. Erskine and onlookers relented, and Rogers received the full treatment.

Upon emerging from the tank, witnesses were amazed to find the meek and gaunt body of Steve Rogers transformed into one of physical excellence and perfection. As all the participants celebrated the achievement, a Nazi mole, working undercover as a representative from Washington, detonated an explosive device before grabbing the last remaining vile of the serum in the midst of the confusion. As he fled, he shot Erskine, leaving a stunned Rogers to hold the body of the assassinated scientist while the spy escaped the complex.

Determined to avenge Dr. Erskine, Rogers took chase after the spy who had managed to commandeer a vehicle. In an impressive display of athleticism, Steve kept pace with the car through the streets of New York, avoiding obstacles and traffic, at last tracking his target to the docks. It was there that Rogers managed to capture the spy before he could escape on a hidden one-man submarine parked in the bay. The vile of serum was lost in the chase, as was the Nazi agent, who killed himself with a cyanide capsule. Erskine’s work was thus completely erased, leaving Rogers the sole inheritor of his legacy.

Despite his heroism and skill, Steve Rogers was viewed little more than a failed experiment, for the military expected a whole army of super soldiers capable of fighting the Axis. Rogers desperately wished to join the SSR, now being deployed to Europe, in its efforts to combat HYDRA, the Nazi science division led by Johann Schmidt and organization responsible for Dr. Erskine’s murder. With his offer rejected, Rogers had precious few choices remaining until he was quickly approached by bureaucrats to help boost the American war effort at home. Eager to serve his nation, Steve accepted without resignation.

With the nation abuzz about the valor of Rogers, Washington politicians transformed him into “Captain America,” a persona meant to appeal to the population in order to convince them to buy war bonds. Touring the country, Captain America became a sensation in spite of Rogers’ discomfort with the role and the attention it offered. It was when he toured the frontlines in late 1943 that he crossed paths once more with Peggy Carter. She informed him that the servicemen, unimpressed with the Captain America gimmick, were demoralized by the recent loss of their comrades. Hearing the name of the unit to which Bucky was assigned, Rogers instantly sought to get behind enemy lines and infiltrate a HYDRA base which potentially held the POWs. Flouting her superiors, Peggy offered to assist Steve, enlisting Howard Stark as the pilot in this daredevil rescue operation which led to Rogers paradropping deep into enemy territory.

Rogers infiltrated the HYDRA facility undetected, armed with only a sidearm, the shield he used for his Captain America performances, and his wits. He quickly located the Allied prisoners and released them, initiating an enormous battle between the Allied POWs and HYDRA forces. The POWs managed to gain the advantage by utilizing HYDRA’s own advanced weaponry against them. In the meanwhile, Rogers at last found and liberated Bucky before leading him through the now exploding facility. Their escape was blunted by the appearance of Schmidt, accompanied by his head scientist, Dr. Arnim Zola, who confronted Rogers. After a short physical exchange, Schmidt retreated, but not before revealing his horrendously scarred face which had been a side effect of injecting himself with Erskine’s formula. He and Zola left Rogers and Bucky to an apparently grim fate inside the highly unstable HYDRA base.

When Rogers failed to return after several days, the US Army presumed he had been killed in action. Before word was sent that Captain America had been felled by the enemy, Steve Rogers returned at the head of the POWs he set out to rescue. Proving his worth, his fellow soldiers celebrated Rogers’ heroic deeds, and the once oft spurned young man became head of an elite squad of soldiers dedicated to foiling HYDRA’s efforts to amass a war machine. In doing so, Rogers donned the Captain America persona as well as his now iconic vibranium shield, having grown both accustomed to the uniform and type of weaponry he used to save the POWs. Assisted by Stark, Peggy, and Bucky, Captain America and his team, informally dubbed the “Howling Commandos,” rapidly earned a reputation for their bravery and intrepid efforts to thwart Nazi Germany and its offshoot HYDRA faction. Rogers also continued to harbor feelings for Agent Carter, though his own social ineptitude combined with the demands of the war prevented a relationship from truly blossoming.

The Allied advances throughout 1944 and early 1945, due in no small part to Captain America, increased Schmidt’s aspiration to put into effect his master plan for securing global hegemony. A desperate feint by Schmidt, utilizing Zola as bait, nearly succeeded in killing Captain America; instead, during the course of the mission, Bucky was killed, depriving Rogers of an able comrade and his best friend. Determined to stop Schmidt once and for all, and informed by the captured Dr. Zola of Schmidt’s intention to destroy the United States and cripple the Allies, Rogers led a daring attack against HYDRA’s main base.

“I’m going after Schmidt. I’m not gonna stop until all of HYDRA is dead or captured.”

Captain America went out ahead of the SSR forces, destroying the front entrance of the HYDRA facility before being captured. Schmidt once more confronted the bold American, this time scrutinizing Rogers for having been selected to receive Erskine’s refined formula. To Schmidt’s indignation, Steve Rogers replied that nothing made him “special”; he was, in his own words, “just a kid from Brooklyn.” As an enraged Schmidt prepared to execute Captain America, the SSR forces, led by the Howling Commandos, stormed the facility and saved Rogers. Schmidt, seeing his base overrun by the Allies, withdrew to his massive airship armed with weapons designed to devastate the eastern seaboard of the United States. Aided by his comrades, Steve managed to get aboard the airship as it took off, but not before receiving a farewell kiss from Agent Carter.

Quickly Captain America went about dispatching the piloted bombs designated for American cities, damaging the airship in the process. After successfully thwarting that portion of Schmidt’s plan, Rogers entered the enormous cockpit in order to personally stop Schmidt and guide the airship away from the United States. The two of them engaged in a critical struggle, with neither super soldier gaining a definitive edge, when the object powering the airship was knocked loose from its container. In desperation, Schmidt grabbed the glowing cube, only to apparently be scorched alive and incinerated before Rogers’ eyes. The unusual object then burned its way through the steel of the airship, plummeting into the ocean below.

Immediately concerned with the path of the airship, Captain America took the controls; unfortunately, the critical damage to the engines and flight instruments meant he could not guide the airship to a safe landing. Out of options, Rogers decided to ground the massive aircraft into the arctic ice of the North Pole, sparing his fellow citizens the calamity of a crash landing in a major population center. As Steve explained his plan over the radio, Peggy tearfully pleaded for him to reconsider; Rogers, true to his nature, would not be dissuaded. He reassured Peggy that they would see one another again soon. The two of them spoke of their prospective date before all contact with Rogers was lost. Subsequent searches for his remains ended in futility…

Steve awoke in a hospital bed, greeted by a friendly nurse. With Steve calmly yet firmly demanding answers, the nurse explained that he was in a recovery room in New York; yet Rogers gradually realized that his setting was a ruse, leading him to break out of his room. Scrambling through the halls of an enormous office building, Rogers made his way onto the streets of New York City, recognizing that the New York he remembered had changed drastically. Surrounded by his pursuers, he came face-to-face with Nick Fury, the director of Strategic Homeland Intervention, Enforcement and Logistics Division (S.H.I.E.L.D.). Fury informed Rogers that he had been in a prolonged stasis since his crash in the arctic, his body likely preserved by the combination of the low temperatures and serum in his blood. Crestfallen by the news, Rogers nevertheless agreed to join Fury and cooperate with him as he explained more about the state of modern world affairs.

Upon agreeing to become a member of S.H.I.E.L.D., Rogers joined the “Avengers Initiative,” a program designed to incorporate the Earth’s greatest heroes into one team. As Captain America, Steve became the de facto leader of a group which included Tony Stark, the son of Howard Stark, who fought numerous global threats in his advanced Iron Man armored suit; Thor Odinson, the god of thunder in Norse mythology, who had incidentally come across Earth and subsequently came to its defense; Dr. Bruce Banner, a brilliant scientist whose anger could transform him into a monstrous beast known as the Hulk; Natasha Romanoff, a superb S.H.I.E.L.D. agent under the codename of “Black Widow”; and Clint Barton, a marksman archer whose codename was “Hawkeye.” This team, known as The Avengers, was created to defend Earth from threats against which conventional forces would fail.

The Avengers, as Rogers quickly discovered, was not the only team on the planet harnessing supernatural powers. Fury briefed Steve on the existence of a group of extraordinary young women who wielded magic in an apparent defense of the civilian population of Tokyo, Japan. Rogers, though initially suspicious of a former enemy potentially harboring such a force, learned that these girls, informally known as “Sailor Soldiers”, were consistently documented as protecting the innocent. In spite of their abilities and ends, Fury had little interest in attempting to recruit the Sailor Soldiers, preferring to enlist more seasoned individuals. He did explain, however, that The Avengers were more than likely to cross paths with the Sailor Soldiers in the near future. Should such a time arrive, Fury elaborated, his team was to avoid explicitly hindering or helping these magical girls. In short, S.H.I.E.L.D. possessed a non-interference policy toward the Sailor Soldiers unless their respective jurisdictions happened to overlap.

Steve Rogers dutifully researched as much as he could on the Sailor Soldiers, genuinely interested in their story—as best as he could understand it—while also desiring to be prepared for a possible meeting. Only Thor, impressed with tales of their magic and heroism, maintained any comparable interest, with Black Widow, Hawkeye, and Banner already passingly familiar with them. Stark continually ribbed Rogers for his diligence, suggesting that he had an ulterior motive for “wanting to check out teenagers in short skirts.”

As per Fury’s warning, the time has arrived for Captain America and his team to at last come across the Sailor Soldiers…

Vibranium Shield: Captain America’s iconic weapon. After recognizing the utility of a shield during the rescue of prisoners from the HYDRA facility, Rogers requested for a permanent replacement, quickly settling on a prototype model made from vibranium, the rarest metal on Earth. Circular in shape, the shield is approximately 2.5 feet in diameter and 12 lbs. in weight. The vibranium alloy allows the shield to completely shunt vibrations, permitting its wielder to withstand otherwise debilitating blows. The shield’s light weight makes it usable as a thrown weapon, allowing the user to rebound the shield off of hard surfaces. Rogers styled the shield after the colors of the American flag and thus incorporated it into his Captain America persona.

Signature Colors: Red, White, and Blue

Headgear: The headpiece is not attached directly to the body of the uniform; instead, it is pulled over the head and detached when necessary. A sole white “A” is imprinted on the forehead with two matching color wings painted on the sides of the cranium. The headpiece covers the entirety of the upper head and ears save for the two eyeholes. A large portion of the lower face is exposed, along with most of the nose, to permit for relatively comfortable wear and free range of motion.

Chest and Arms: White and blue combat armor. A single white star rests in the center of the chest; two white stripes adorn the shoulders. The underarms are also colored white. The length of the arms of the uniform extends underneath the gloves.

Waist and Back: Body armor with red and white vertical stripes which extend across the stomach and back. The colors dip on the sides while reaching their greatest height along the spine and stomach, just below the shoulder blades and chest respectively. A zipper is located on the stomach for relatively easy removal of the chest armor.

Utility Belt: Blue belt with approximately ten pouches. The belt buckle is light silver.

Pants: Blue combat pants with inbuilt knee pads for added protection. Two sets of silver zippers are present: one on each front thigh and on each side of the legs. The length of the pants extends beneath the boots.

Gloves: Forearm length, red colored gloves with white ends on the buckles and blue on the mesh of the palms.

Shoes: Red boots designed for combat conditions. The ends of the buckles are white.

Attacks:

Shield Throw (Offensive/Support)

  • Energy Requirement - None
  • Accuracy – 95%
  • Appearance – Captain America holds his shield by its edge and slings it toward a designated target; he may elect to have the shield ricochet off of hard surfaces, though it lowers the accuracy incrementally with each additional rebound.
  • Effects – The shield bludgeons the target, often disabling or impeding movement. It can also be utilized to disarm or trip an individual as well as strike otherwise hard to reach items.
  • Weakness – Once thrown, Captain America must physically retrieve his shield. The shield is also incapable of piercing through thick, well-armored objects or reinforced barriers.


Shield Deflection (Defensive)

  • Energy Requirement - None
  • Accuracy – N/A
  • Appearance – Captain America raises his shield and uses it to block incoming attacks by deflecting them or shunting their energy.
  • Effects – The vibranium alloy completely absorbs the recoil, permitting Captain America to withstand powerful blows, strikes, and energy waves.
  • Weakness – Captain America must stand his ground and brace himself, reducing his mobility and capacity to react to other immediate threats.


Mission: To defend the Earth from extraordinary threats.

I will quickly add that I hope the biography isn't too long. The instructions explicitly state to add as much information as possible, and since Captain America is not a member of the Sailor Moon universe, I thought it wise to follow that advice.

Well, you obviously know the character down to the letter. While I'm not especially familiar with comic book characters, I did manage to see the first Captain America movie that this character is based around. And, as mentioned, it's very accurate to what I know.

It would be interesting to see how you plan to involve him in the Sailor Moon universe, though.

Excellent! Don't worry: I don't follow or care much to follow the comic book version of Captain America. I prefer the film.

To the best of your knowledge, would Rogers be applicable for Tomorrow - When the War Begins? The original description permits for custom characters, but it is unclear if that has since changed.
