I found it!
It's called Miguzi. It replaced Toonami for the after school block on cartoonetwork. Toonami was then moved to Saturdays. Code Lyoko was shown on this block along with Totally Spies. Speaking of Totally Spies. I loved that show.

Well, you guys have pretty much said everything that I used to watch so I'll just make a list
POKEMON (My brother and I would argue over who got the remote because he wanted to watch Pokemon but Sailor Moon was on either before or after.. I don't remember.. I just remember lying on the floor with my face in the tv ) SAILOR MOON (DUH) Courage The Cowardly Dog Ed, Edd, and Eddy (My parents HATED that show because it was a "bad influence") Power Puff Girls Dragon Ball Z Transformers Code Lyoko Sabrina The Teenage Witch As Told By Ginger Rugrats Cat Dog Hey Arnold
There's probably a lot more but I'm in my International Marketing class at school right now (we didn't have a full on exam because we did presentatons and those were our mid terms but we had a chapter 5 test and I already finished )

Lolo and Underground I watched all the those shows! Ed, Edd, n Eddy was a bad influence? My dad watched that show with me and my brother! He also watched the Angry Beavers with us and other cartoons.

For some reason, I could never like Ed, Edd, n Eddy. I wasn't a huge fan of the animation style and I felt it was too "stupid" compared to other shows I'd watch. Yet, I'd watch it anyway if it was on. XD

Not a show that I particularly liked but it used to play just before Sailor Moon on YTV a long while ago, it was called Stickin` Around. They had fun stories except I thought the drawings were so bad.

I'm having difficulty embedding videos with the Flash function, so I'll just post links.
Mystery Science Theater 3000 (which was not a cartoon show, but it was quintessential 90s entertainment that it deserves to be here) https://www.youtube.com/watch?v=LLGTY-pQj3I
X-Men https://www.youtube.com/watch?v=wZAhqEiq4cA
Tell me you grew up in the 90s and didn't hear this song at least once, and I'll know you're trying to hoodwink me.
Batman: The Animate Series (if mentioned already, it needs to be mentioned multiple times, and then posted for reference) https://www.youtube.com/watch?v=J6Cvi30-BTU&feature=related

How about, Teenage Mutant Ninja Turtles? Totally still my favorite cartoon show, especially the first animated series from the late 80s and early-mid 90s. I also very much loved the first 3 live-action movies. Ninja Turtles: The Next Mutation can go crawl in a corner and die, for all I care. That was screwed up.

@Spoons, how could I forget the 90s Batman Animated Series? It was groundbreaking in animation and story telling. Not to mention its just so damn awesome and gave a new and familiar look at the stories of Batman's villains. Also! Mark Hamill Joker! yes... I own a DVD with a few episodes on it. Its seriously just so amazing.
And on the topic of Batman, I know this wasn't really until the 2000s, but I enjoyed the crap out of Batman Beyond.

HAHA I forgot about Batman: TAS!! That was the best Batman cartoon ever! I'm also mad about forgetting Teenage Mutant Ninja Turtles!! That show was awesome and so were the first two live action movies. I heard the third one sucked.
@Small Lady: It's okay to mention some cartoons from the 2000s. There are a lot of great cartoons between 2000-2005. After that in my opinion cartoons started going down hill.

There are a few cartoon series that are newer ish that are good too. When I did have cable I enjoyed:
The Misadventures of Flapjack Chowder Avatar: TLA (except i watched it via Netflix, whatever) Adventure Time (though I haven't kept up with it) Ben 10 (but not as much as the first two. But its better than some other stuff)
Also now, I really enjoy the new My Little Pony: Friendship is Magic. So not all cartoons have gone down hill, but I agree a lot of them have...

Oh, yes there are few that are good. I enjoy Adventure Time. I liked Chowder, but there few episode are meh. Flapjack is okay. There were a few episodes that I liked. As for Avatar that came out 2005, but continued on into the late 2000s. Amazing show! I'm excited for Korra. I love My Little Pony! As for Ben 10. I really never go into that show. It kind makes me mad that that's it still on after all the years. It came out round the time that Teen Titans came out, but Teen Titans didn't last long. Speaking of Teen Titans that show was awesome!!
More cartoons that are airing today that I do enjoy: The Amazing World of Gumball: It's soo cute! The Regular Show: What can I say that show has it moments Young Justice: I wish cartoon network would show the rest of the season -_- Mad TV: You know it's actually pretty funny. They fun Avatar the last air bender last night and it was really funny.

I though Flapjack was brilliant! I loved the animation and some of the styles they implemented, also a lot of the animation and jokes reminded me of Ren & Stimpy, but not as gross.

Yeah, as a kid, I loved it...but as I got older and rewatched it. I found it to be a bit over the top. Perhaps it was the later episodes or something but yeah. Speaking of Ren&Stimpy I did get to meet an animator that worked on the show.

I love 90s cartoons! I get TeenNick at my house and every night from like 9 or 10 until around 5 (I think) they play 90s shows!!! I LOVE IT. Although it's not good for my sleeping habits, it's just good to go back and remember memories that go along with shows. There's always one or two episodes where I remember who I was with when I watched it :p

And funny you happen to say him...cause she was a transgender. So I think when she worked on Ren & Stimpy, she was a he, but now she is a she. She was an interesting person. I worked on this animation internship project while in school and she came down and gave some quick animation lessons to some of us. I think it'd be great to work with her or as an assistant or something like that again.

I remember cartoons of the mid-late 1980s and most of the 1990s, as I was a baby-sitter during the '90s and watched shows with them. They just don't make cartoons the way they used to. I think my faves of the '80s were Jem, Transformers, Thundercats, Voltron, and GI Joe, while my faves of the '90s were Animaniacs, Pinky and the Brain, Batman: the Animated Series, Gargoyles, and an obscure little show called Cybersix.

Speaking of Jem, its on Netflix. I think by the time i was old enough to remember stuff, Jem was off the air cause i don't remember watching it ever. So i ended up watching like 9 episodes the other night whenI couldn't sleep. Some of the plots are a bit ridiculous at times, but i can see why it did well during the time period. Plus I love the music. xD
